testing, calibration and measurement and quarterly audits on the heat
recovery incinerator plant. The plant is a three unit, field erected,
water-wall, excess air, mass-burn, municipal solid waste plant. The
facility generates steam which is supplied to the Fort Lewis district
heating loop. Each incinerator unit has a capacity of about 60 tons of
waste per day and is rated at 22,500 pounds of steam per hour. The
plant burns primarily municipal solid waste, scrap wood, construction
and demolition debris, and sterilized medical waste. Each incinerator
unit has a separate set of monitors for a total of 12 pollutant
monitors and 3 oxygen monitors. Each unit has a separate exhaust stack
contained within the common stack. The facility is operated 24 hours
a day, 7 days a week. Contract period consists of a Base Period (1
September 1997 through 31 August 1998) and three one-year option
periods. The proposed procurement listed here is being considered for
100 percent set- aside forsmall disadvantaged business (SDB) concerns
and 100 percent set- aside for small business (SB) concerns. Interested
SDB and SB concerns should, as early as possible but not later than 15
days of this notice, indicate interest in the acquisition by providing
to the contracting office above, evidence of capability to perform and
if an SDB, provide a positive statement of eligibility as a small
socially and economically disadvantaged business concern. If adequate
interest is not received from SDB or SB concerns, the solicitation will
be issued as unrestricted without further notice. Therefore, replies to
this notice are requested from all business concerns as well as from
SDB and SB concerns. Small disadvantaged business concern means a small
business concern that is at least 51 percent unconditionally owned by
one or more individuals who are both socially and economically
disadvantaged, or a publicly owned business that has at least 51
percent of its stock unconditionally owned by one or more socially and
economically disadvantaged individuals and that has its management and
daily business controlled by one ore more such individuals. This term
also means a small business concern that is at least 51 percent
unconditionally owned by by an economically disadvantaged Indian tribe
or Native Hawaiian Organization or publicly owned business that has at
leaast 51 percent of its stock unconditionally owned by one of these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization, and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as a member of a group without regard to their qualities as individuals
whose ability to compete in the free enterprise system is impared due
to diminished opportunities to obtain capital and credit as compared to
others in the same line of business who are not socially disadvantaged.
Concern means any business entity organized for profit with a place of
business located in the United States, including, but not limited to
an individual, partnership, corporation, joint venture, association, or
cooperative. The size standard is any concern including its affiliates
with an average annual sales or receipts for its preceeding three
