The General Services Administration (GSA), in alliance with the Food and Drug Administration (FDA), is seeking a contractor to provide asset management and development services. These services are for development of the former Naval Surface Warfare Center in White Oak, Maryland, where GSA plans to locate the FDA headquarters. The facility is expected to be transferred to GSA through the Base Realignment and Closure (BRAC) process. The facility consists of 660 acres in the Maryland suburbs of Washington, DC, about one mile from the Capital Beltway. The selected Developer is expected to work with GSA/FDA during a period of joint due diligence. During that time the parties will prepare a business plan for the White Oak property and FDA's headquarters. The plan will also include financing strategies for the development as well as any additional authorities required by GSA and FDA to implement the plan. It is also expected that the plan will outline the terms of a development agreement for proceeding with execution of the plan. Evaluation criteria include Client Satisfaction; Relevant Project Experience; Capability/Qualifications; Experience in Financing Institutional Projects; Experience in Community Relations; and Price.
