R -- TECHNICAL AND ENGINEERING SERVICES FOR AIRCRAFT STRUCTURE ANALYSIS SOL N00421-97-R-1269 DUE 082197 POC Mr.Bill Aumand, Team Leader, (301) 342-1825 x106; Mr. Bill Jones, Contract Specialist, (301) 342-1825 x153 The Naval Air Systems Command proposes to procure technical and engineering support services for the Structures Division (AIR-4.3.3), Air Vehicle Department (AIR-4.3), Systems and Engineering Group (AIR-4.0) of the Naval Air Systems Command. The contractor shall have or establish and maintain a local work force within daily surface commuting distance of the NAWCAD. To be considered for award, the contractor must have a SECRET facilities clearance. Proposals shall clearly identify the number of personnel who have or who are able to obtain appropriate security clearances as stated on the DOD Form 254 which will be provided in section J of the RFP. A SECRET clearance will NOT be required prior to award. As stated in the DOD 5220.22M National Industrial security Program Operating Manual (NISPOM), contract award may be made prior to the issuance of a facility clearance (FCL). However, in those cases the contractor will be processed for a FCL at the appropriate level and must meet eligibility requirements for access to classified information. The FCL requirement for a Prime Contractor includes those instances in which all classified access will be limited to sub-contractors. The Industrial Security Branch (7.4.1.3) of the Information, Personnel & Industrial Security Division (7.4.1) of NAWCAD will request a FCL be granted to the prime contractor (to include designated employees who require access) concurrently with the FCL. GENERAL TASK LISTING:The required services include but are not limited to those listed here: [TASK A] -- Technical investigations in support of the Structural Appraisal of Fatigue Effects (SAFE) segment of the Aircraft Structural Life Surveillance (ASLS) Program to complete the following effort for any Navy Aircraft. (1) Provide engineering and technical support to the SAFE Program in order to investigate, evaluate and recommend solutions to problems or issues of a technical nature which may develop. Provide engineering and technical support to the SAFE Program in order to recommend updates to specified potentially outdated programs. (3) Provide engineering and technical support to the SAFE program in order to investigate, evaluate and make recommendations with respect to the induction of specified models into the SAFE program. [TASK B] -- Technical investigations in support of the Structural Life Assessment Program (SLAP) segment of the ASLS program as necessary to complete the following effort for any Navy aircraft: (1) Provide engineering and technical support to the SLAP Program in order to investigate, evaluate and make recommendations concerning the necessity for the initiation of a major SLAP effort.(2) Provide engineering and technical support to the SLAP Program in order to investigate and evaluate the Prime Contractor's SLAP Program. Provide engineering and technical support to the SLAP Program in order to assist in the development of a SLAP analysis for a specific aircraft. [TASK C ] -- Technical investigations in support of the Structural Life Extension Program (SLEP) segment of the ASLS program as necessary to complete the following effort for any Navy aircraft. Provide engineering and technical support for the SLEP program in order to investigate and evaluate the Prime Contractor's SLEP Program. (2) Provide engineering and technical support to the SLEP Program in order to assist in the development of a SLEP analysis for a specific aircraft or component thereof. [TASK D] -- Perform structural integrity and fatigue life determinations related to fleet aircraft structural failures and repairs. [TASK E] -- Perform engineering investigations and tests related to the structural design, development, and modification of specific aircraft models. LABOR CATEGORIES AND ESTIMATED LEVEL OF EFFORT: The following list covers the Level of Effort for the Base Year. These levels remain reasonably constant throughout the second, third and fourth option years as identified below. [1] Program Manager (Key), 2,000 hours; [2] Senior Engineering Analyst (Key), 22,000 hours; [3] Engineering Analyst (Key), 24,000 hours; [4] Senior Engineer II (Key), 12,000 hours; [5] Senior Engineer I (Key), 12,000 hours; [6] Engineer Technician II, 18,000 hours; [7] Engineer Technician I, 18,000 hours; [8] Senior Applications Programmer, 8,000 hours; [9] Applications Programmer, 10,000 hours; [10] Data Technician, 20,000 hours; [11] Technical Writer, 2,000 hours; [12] Clerk Typist 16,000 hours; The total estimated Level of effort for the Base Year is 164,000 hours, Option Year 1 is 164,000 hours, Option Year 2 is 164,000 hours, Option Year 3 is 164,000 hours and Option Year 4 is 164,000 hours. The total for the entire effort options inclusive is 820,000 hours. These estimates and requirements are preliminary only and are subject to change in the solicitation. This solicitation is a follow-on to a contract that was previously solicited as a 100 percent Small Business Set-Aside It is unrestricted and is not being set aside for small business. (1) The Navy intends to release a draft Request for Proposal (RFP) on 12 May 1997 via the internet. (2) The Navy will hold a presolisition conference on 30 June 1997 prior to releasing a final RFP on 21 July 1997.
