DESC: The National Oceanic and Atmospheric Administration (NOAA),
Damage Assessment and Restoration Program (DARP) intends to award on a
competitive basis, an indefinite quantity/indefinite delivery fixed
labor rate contract to secure public outreach support. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation: proposals are being requested and a
written solicitation will not be issued. Solicitation No.
52-DGNC-7-90064 is issued as an RFP. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. NOAA plans to secure assistance and
expertise to develop and provide information to the general public and
other interestedf parties about damage assessments and to facilitate
their involvement in damage assessment and restoration efforts through
the dissemination of information. The contractor will assist the DARP
in developing public information and support materials for
distribution including: 1)development of a manual that provides
guidance on preparing and disseminating material related to specific
cases; 2)development of case specific public information plans for the
four NOAA regions which: identify potential opportunities and vehicles
for distributing public information; identify public sectors which may
be interested in or affected by proposed restoration alternatives;
recommend and provide examples of materials that can be used; recommend
specific activities for disseminating public information; contain a
timeline for material production and distribution; and include a budget
and criteria for evaluation; 3) maintenance and updating of DARP
websites including the linkage to other existing NOAA homepages;
4)revision of existing DARP public information documents; 5)production
of background information materials which reflect the status of
restoration work; 6)maintenance of information distribution database;
7)provision of staff training at headquarters and the regions;
8)provision of general editorial review and guidance in support of
DARP's public information goals; and 9) assistance with special events
(public meetings, hearings, etc.). The period of performance is
estimated to be fifteen months from date of award and the level of
effort is estimated at 2100 hours of professional labor. Quotations
submitted in response to this announcement shall include no more than
ten pages which specifically address each of the following evaluation
criteria: knowledge of the statutory and regulatory framework for the
Oil Pollution Act (OPA) and the Comprehensive Environmental Response,
Compensation and Liability Act (CERCLA); knowledge of NOAA's
organization and mission and Federal damage assessment and restoration
activities with emphasis on DARP's current activities and restoration
efforts; demonstrated skills and expertise in strategic communication
and information planning, including ability and experience in
developing case specific information plans; organizing and conducting
special events; producing public information materials; and working
with the internet (experience with html and html publishing). Prior to
or at issuance of award, the contractor shall be required to sign a
confidentiality agreement with NOAA restricting the relase of any
information received, obtained, collected, developed or generated which
may compromise any ongoing or future litigation resulting from damage

include a completed copy of Provision 52.212-3, Offeror
Representations and Certifications-Commercial Items with its offer.
Clause 52.212-4, Contract terms and Conditions-Commercial Items applies
to this acquisition. Also, thefollowing apply: VIRUS FREE CHECK AND
CERTIFICATION OF DELIVERED VIA ELECTRONIC MEDIA -- All data delivered
via electronic media (by disk, telecommunications transmission, or any
other manner of electronic medium) shall be checked and certified as
virus-free at data point of origin. Virus-free electronic media
certification shall be required to accompany all such delivered data
identifying the specific certifying party, telephone number, data
generation location, date certified, a list of each data item being
certified and the following certifying statement: "All data provided
for by this deivery is virus-free." Provision 52.212-2,
Evaluation-Commercial Items, applies to this acquisition. Award will be
made to the responsible, responsive offeror whose bid is technically
acceptable and whose offer represents the best value to the Government.
The Government intends to make one award. Clause 52.212-5, Contract
terms and Conditions Required to Implement Statutes Or Executive
Orders-Commercial Items, applies to this acquisition. Other applicable
contract terms and conditions are: 52.222-35, Affirmative Action for
Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative
Action for Handicapped Workers; 52.225-3, Buy America Act. Any
additional contract requirement(s) or terms and conditions determined
by the Contracting Officer to be necessary for this acquisition and
consistent with customary commercial practices will be incorporated.
Any offeror who can furnish the exact items should submit a proposal to
the procurement office address listed above. Telephonic responses shall
not be accepted. All proposals shall be received by 3PM, local time,
