This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 52SBNB760107 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. This action is being done under Simplified Acquisition Procedures. This action is unrestricted.The Standard Industrial Classification Code is 7011. The small business size standard is $5 million. MULTIPLE AWARDS MAY BE MADE. Vendors may propose on either year (CLIN 0001 or 0002) or both years.. CLIN 0001 is for services, meeting rooms, food, and equipment for the 21st National Information Systems Security Conference in the Washington, D. C. area (within a 50 mile radius) in October or November, 1998. The following are to be priced by l lot: CLIN 0001AA, Room Rental, 600 sleeping room block, CLIN 0001AB, Coffee Breaks, 13 each for 1600 attendees, CLIN 0001AC, Banquet, for 1600 attendees, CLIN 0001AD, Reception, for 1100 attendees, CLIN 0001AE, Audio Visual and Miscellaneous Hookups. CLIN 0002 is for services, meeting rooms, equipment, and food for the 22nd National Information Systems Security Conference in the Washington, D. C. area (within a 50 mile radius) in October or November, 1999. A.1 STATEMENT OF WORK. Contractor shall furnish the necessary facilities, personnel, food, equipment and services to perform the following: A.1.1 FACILITIES. The contractor shall provide space for a registration area to be used to register approximately 1600 people during the day before the conference and in the evening before the conference from 6-9 p.m. The registration area shall remain open throughout the conference. There shall also be space for four tutorials for 300 people each, set theater style on the day before the conference. There must also be a room to hold the plenary session attended by 1600 to be set theater style with a stage for a keynote speaker and other presenters. The plenary session shall take place on the first day from 10 a.m. to noon and on the last day from 11 a.m. to 12:30 p.m. Also required are 5 meeting rooms, set theater style, which hold at least 300 from 11 a.m. to 5:30 p.m. on the first day, 9 a.m. to 5:30 p.m. on the second and third days, and 9 a.m. to 10:30 a.m. on the last day. In addition, there shall be a room to be used as an office, a room for the audiovisuals, a speaker lounge, a press room, an executive room, and 10 small rooms that can be used for demonstrations and informal meetings. These rooms shall be available day and evening, from 4 p.m. the day before the meeting through 5 p.m. on the last day. A.1.2 AUDIOVISUAL EQUIPMENT. The contractor shall provide podiums and microphones as needed. It is estimated that approximately 10 podiums and 10 microphones shall be required. A separate contract shall be cut with a vendor for the audiovisual services. A.1.3. FOOD SERVICE. The contractor shall provide coffee breaks each day for 1600 people as follows: 8 a.m. -- coffee, tea, sanka and danish; 10:30 a.m. -- coffee, tea, sanka; and 2 p.m. -- cold drinks. There shall be no afternoon break on the last day. Also required is a banquet for 1600 on the second evening, beginning with a cash bar at 6 p.m. Menu shall consist of beef dish with appetizer, vegetable, starch, and dessert. There is also a reception on the evening of the third day beginning at 6 p.m.for 1100 people. Menu shall consist of heavy hors d' oeuvres. A.1.4. SLEEPING ROOMS. The contractor shall provide a 600 sleeping room block for arrival the evening before the conference. One-third of the block shall be at the Government per diem rate. The majority of rooms shall be singles. The contractor shall meet the Hotel and Motel Fire Safety Act of 1990 (Public Law 101-391)'s fire protection requirements and provide the FEMA number as evidence of meeting these requirements. Evaluation factors shall include the ability to provide function space and sleeping rooms and the amount of discount over regular room rates, the ability to provide audiovisuals (microphones and sound systems), and the ability to provide food. This can be shown by past performance.Technical factors are slightly more important than price. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items, and Far Provision 52.212-2, Evaluation of Commercial Items are applicable to this acquisition. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, and the clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, apply to this acquisition. Bidders responding to this RFP must submit unit and extended price for all requested items, prompt payment terms, past performance information, literature describing facilities, and a completed copy of the provision at FAR 52.212-3, Offer Representations and Certifications -- Commercial Items (available at www.nist.gov/admin/ad/contract/contract.htm), with their RFP's.
