NO SEPARATE QUOTATION PACKAGE is being developed. All pertinent information is inclusive in this notice. Quotations are due by COB 4:30 p.m. on MAY 16, 1997. The Gifford Pinchot National Forest is seeking qualified quoters to quote on a recreation trail project on the Mount St. Helens National Volcanic Monument, in the vicinity of Coldwater Lake. THE PROJECT: From an established flag line; design proposals for, and construction of approx. 2 miles of hiker trail and a foot bridge. The trail will replace a section of the existing Lakes, and Coldwater trails that were obliterated by the 1996 flood. Estimated construction cost is between $30,000.00 and $60,000.00. The design shall be based on the September 1996 United States Department of Agriculture Standard Specifications for Construction and Maintenance of Trails (EM-7720-103) (available on the internet) and the following criteria: Clearing Width; 36-48 inches (in response to tread width), Tread Width; 18 to 24 inches (not surfaced but remove roots and imbedded rocks and logs), Grade; 20% sustained, 30% maximum pitch for 150 feet. Maximum pitches should not occur more than one every 300 feet. FOOT BRIDGE DESIGN: Conceptual design showing a plan and profile view of the bridge, type of material, a cost estimate, and the name of a registered, licensed, professional engineer, who will do the bridge design after award. Aesthetic compatibility with the setting will also be an evaluation criteria. ity with the setting wSPECIAL REQUIREMENTS: Motorcycles, scoooters, trail bikes and construction equipment to be used for transportation and on the project shall not exceed 33 inches in overall track or wheel width and are required to stay on trail tread. Pack and saddle stock are not permitted on this project. The Gifford Pinchot National Forest Fire Protection and Suppression provisions shall apply. Provide signs for public traffic control. Comply with Safety Standards for the Possession, Handling, and Use of Explosives, Chapter, 296-52 WAC, and Chapter 70.74 R.C.W. Washington States Explosives Act, (11/88). Comply with limited access on the existing trail, no motorized use on weekends and after 0900 and before 1700 daily. Comply with Davis Bacon Wages, Wage Determination WA 97-0001, Modification 1 applies. Project is located in Skamania County, Zone 3. PAYMENT SECURITY/PROTECTION is required in either the form of a Payment Bond (SF-25A) or a Certified Check. The penal sum of the payment protection shall be in the amount of 50 percent of the awarded amount which will be due 15 days after award and prior to issuance of a Notice to Proceed. Boat access on Coldwater Lake is permitted but limited to 4 cycle engine, 15 M.P.H. maximum speed, and is allowed for mobilization only. An industrial camp will be approved on the project in a site approved by the F.S. if required. n the project in a sitAn area for material storage, if required, may be provided if requested at the Coldwater complex. PROJECT LOCATION: From Vancouver, Washington, proceed north on Interstate Highway No. 5 for 49 miles to Castle Rock, Washington. At Castle Rock, turn east on Washington State Highway 504, follow 504 for approx. 50 miles to the 5042. Follow 5042 to the Coldwater Lake Boat Launch parking lot and the Lakes Trail trailhead. Follow the Lakes Trail east along Coldwater Lake to the east end of Coldwater Lake, approx. 5 miles and the beginning of the Lakes Trail 211 Restoration. Follow the red ribbon flagging east for approx. one mile to the end of the flagging and a portion of the Lakes Trail that was not damaged by the flood. Additional work is required between this point and Snow Lake (approx. 5 miles). Slides and slumps have destroyed sections of the trail, some of them exceed 100 feet in length. The Coldwater Trail 230 Restoration begins approx. 1/4 mile beyond the beginning of the Lakes Trail Restoration. A blue ribbon flag line leaves the red flag line of the Lakes Trail to the west, switch-backs uphill in and east-west alignment for approx. one mile to the end of the flagging and the un-damaged portion of the Coldwater Trail. QUOTERS ARE TO PROVIDE 5 references (names, phone #'s and type of projects), Construction Log that references the Standard Trail Specification, conceptual bridge design and all costs. Conceptual bridge design(s) being offered and price for other work to be broken out separately. This is due in the Gifford Pinchot National Forest Headquarters, 10600 N.E. 51st Street, Vancouver, WA 98682 by close of business May 16, 1997 and CONSTRUCTION TO BE COMPLETED NO LATER THAN AUGUST 15, 1997. The contract will be awarded on the basis of contractor qualification, past performance, trail construction experience in similar environments, evaluation of the trail design and compliance with the Forest Service Standard Specifications for Construction amd Maintenance of Trails and the afore defined design criteria and cost.
