The Social Security Administration (SSA) is seeking vendors who can
provide the software and support tools to transition the Agency into a
paperless environment. SSA's primary goal of defining and implementing
an enterprise-wide solution, with the context of document imaging and
paperless processing, will be the framework for eliminating its
reliance on paper records. SSA requires a unique scalable and
distributed architecture that offers a mainframe enterprise-wide
catalog with an Oracle work management database for this initiative and
all further initiatives. The software capabilities must deal with high
transaction processing and be able to scale to tens of thousands of
users. The software components required must provide the following: 1)
A mainframe-based enterprise-wide catalog (DB2) with an Oracle work
management database; 2) Year 2000 compliance; 3) Current Microsoft
Windows NT 4.0 certification and near term Microsoft BackOffice
compliance; LAN-based COLD technology capableof operating on the NT
platform; 4) 32-bit desktop API access for retrieval and
administration; 5) Common ODMS to allow both COLD and image data to be
housed on the same optical platters; 6) Capability for a COLD item to
be an object in the workstep process; 7) Point and click OCR
technology; 8) Client Application Programming Interface must provide
for the integration of imaging and workflow software with legacy or
newly introduced applications; 9) Workload balancing across multiple
servers within a domain and distributed workflow /backup /archive /scan
capability, such that the loss of any server does not impact the
ability of any client in the system to perform on-going work; 10)
Support of symmetrical multi-processors (SMP); 11) Support of multiple
domains across Wide Area Networks and Local Area Networks; 12)
Transfer of work items from one domain to another; 13) API tools and
OLE automation, and Ability to perform on a remote workstation
utilizing COTS fetch ahead (server-based) asynchronous workflow. The
solution must provide a two-tiered hierarchy using an enterprise
catalog, an index that manages work items which may be distributed
across multiple servers and systems. Documents and images are stored on
local servers and a central catalog keeps an enterprise-wide directory
of all documents and images. All authorized users within the network
must have availability to locate any document in the system. Update
methods must support both allowing for an immediate index to be written
to the central catalog making the data available to the entire
enterprise, or allowing for documents to be written to the central
catalog as they are archived. The incorporation of central index
functionality is an essential component of this requirement. To better
promote security, provide better throughput and to eliminate the need
for file mapping, the product must enable distributed and/or
centralized scanning and archival of documents and work items as well
as provide distributed and/or centralized back-up capability. The
product must leverage the Microsoft Windows and BackOffice
environments, as well as SSA's suite of systems management, data base
and networking products and provide for easy installation and
management capability in a distributed organization. The software
product must be "User Friendly" and provide business managers the
ability to graphically design workflows, as well as to allow workflows
to be defined by technical staff. SSA also anticipates that an
estimated 500 hours of technical support for the proposed software will
be required. This support will involve resolution of problems and
issues that may arise, and will be both remote and on-site at SSA
headquarters in Baltimore, Maryland. Interested GSA schedule and
non-schedule vendors who can furnish the required software and support
are invited to submit in writing (NO FAXES) a substantial statement
clearly demonstrating that the capability of the product offered meets
the referenced requirements. Responses to this announcement must
clearly state, and be substantiated by the submission of technical
literature and other applicable descriptive literature, the ability to
provide the required software and support. If any products and/or
support are covered by a GSA Schedule contract, a copy of the contract,
and/or the GSA Schedule number should be provided. Any questions or
clarifications concerning this announcement and the requirements herein
must be submitted in writing. This is not a Request for Proposal (RFP),
and the Government does not intend to pay for the information solicited
or received. Respondents will not be notified of the results of any
evaluation of the source data received. Requests for copies of a
solicitation will not be honored or acknowledged. Interested parties
must respond to this notice in writing within 15 calendar days from the
