existing contract number NAS13-614 with Boeing North American Inc.,
Rocketdyne Division, 6633 Canoga Avenue, Canoga Park, CA 91309-7922, to
provide rocket engine work to include the assembly/disassembly, repair,
modification, functional checkout, handling, and installation of rocket
engine elements into the test stand at Stennis Space Center. The above
work definition will cover only those elements (components, engines
and systems) that the contractor has developed and/or sponsors. -- The
agency intends to issue a modification on a non-competitive basis with
Boeing North American Inc., Rocketdyne Division based on unique design
requirements under the authority of 10 U.S.C. 2304 ( c ) (1),supplies
or services required are available from only one source or a limited
number of sources and no other type of supplies or services will
satisfy the agency requirements. Interested firms have fifteen (15)
days from the publication date of this synopsis to submit their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after the
fifteen (15) days or without the required information will be
considered nonresponsive to the synopsis and will not be considered. A
determination by the Government not to compete this proposed contract,
on a full and open competitive basis, based upon responses to this
notice, is solely within the discretion of the Government. Oral
communications are not acceptable. Transmission by facsimile to

acceptable. No solicitation document exists and requests for such a
document will not be considered. This request is not to be construed in
anyway as a commitment of Government funds. An ombudsman has been
appointed to hear concerns from offerors, potential offerors, and
contractors during the preaward and postaward phases of all NASA/SSC
acquisitions. The purpose of the ombudsman is not to diminish the
authority of the contracting officer, or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the valuation of proposals, the source selection
process, or the adjudication of formal contract disputes. Interested
parties are invited to call the installation ombudsman, Mr. Mark Craig
at 601-688-2123. Concerns, issues, disagreements, and recommendations
which cannot be resolved at the installation may be referred to the
