Officer, (402) 221-3563. The National Park Service is seeking to
increase its understanding of the history of the development and
administration of Sleeping Bear Dunes National Lakeshore. To accomplish
this, an administrative history must be compiled. A park administrative
history is a history of a park as an institutional entity. Its purpose
is to present the history of the park since the time it was first
proposed. No such document exists for Sleeping Bear Dunes. This project
will provide for primary research into the legislative history of
Sleeping Bear Dunes. The following criteria will be used in the
evaluation of the prospective firms in descending order of importance:
(1) Personal experience and qualifications, (2) individual or
institutional experience, (3) Past performance on similar projects, (4)
Cost. The Government may award a contract based on the initial offer
received without discussion of such offers. Accordingly, each initial
offer should reflect the best technical proposal at the most favorable
price which the proposer can offer the Government. This procurement is
set aside for small business concerns. Requests for the RFP package
