Center Weapons Division, China Lake site, China Lake, CA intends enter
into a Firm Fixed Price contract through other that full and open
competition with the University of Kansas, Center for Research, 2291
Irving Hill Drive, Campus West, Lawrence, KS 66045-2969 for the
preparation of a fully functional "smart" Geological Information System
(GIS) data base capable of addressing geothermal exploration problems,
looking from the solution of a problem backward to the data. The GIS
data base must have individual GIS coverages that contain more
information than is displayed on screen or than is found in the input
data themselves. The GIS data base must be fully integrated and have
full functionality across the entire range of available data, and have
the capability to integrate disparate data bases into the
decisionmaking level, especially in the realm of geoscientific
decisionmaking. The GIS data must be formatted to ARC/INFO, Unix
version 7.0.4 or current release and delivered as ArcView projects,
Unix version 2.1 or current release. The GIS data base must be capable
of running on a Unix-based Sun Sparc work station, using Solaris
operating system, version 2.5 or current release. Travel to the
Geothermal Program Office at the Naval Air Weapons Station, China Lake,
CA, will be necessary. This procurement is being pursued on a sole
source basis because the University of Kansas is the only known source
capable of providing a holistic approach, in the development of
individual coverages, that adopts the fundamental perspective of
looking backward to the data from the problem solution. This is not a
request for competitive proposals. Interested firms must provide
documentation of their capability to meet each of the requirements and
software characteristics specified in this notice. Requests for this
