to Issue Draft Metropolitan Area Acquisition RFP. The General Services
Administration, Federal Telecommunications Service (FTS) is requesting
comments on a draft Request for Proposals (RFP) for Metropolitan area
telecommunications services which will be released on or about May 2,
1997. GSA is seeking comments on a nationwide basis since standard
solicitation documents will be issued for telecommunications services
in multiple Metropolitan areas across the country. Interested parties
are advised that the Government has refined the Program Strategy to
give industry the discretion of which services, as well as when and
where, offerors would like to propose on an end-to-end integrated
basis. The scope of each contract will include all end-to-end
telecommunication services necessary for the Government to satisfy its
worldwide telecommunication requirements for the life of the contract.
The scope also includes but is not limited to technological
enhancements, service improvements, all new and/or emerging
telecommunication service offerings that arise during the term of the
contract. It is intended that appropriate sections of the RFP will be
utilized to produce standardized solicitations for all Metropolitan
Area Acquisitions (MAA). GSA intends to acquire MAA telecommunications
services in conformance with the refined FTS acquisition strategy of
April, 1997 (See http://www.gsa.gov/maa). GSA will be conducting a
nationwide pre-qualification process before issuing any RFPs. Upon
reviewing offerors' pre-qualification proposals and then certifying
offerors for participation in the MAA solicitation process, GSA will
issue individual RFPs for each metropolitan area to pre-qualified
offerors only. The RFP will specify the traffic information and any
specific technical or management requirements for a metropolitan area.
To be placed on a bidders mailing list and receive a copy of the draft
RFP, please transmit a request to the attention of the MAA Contracting

transmitted via facsimile to (703) 610-1642. The draft RFP will be
available in Microsoft Word 6.0 format on GSA's Internet mail address
at http://www.gsa.gov/maa. GSA will also make available electronic
copies of the draft RFP in Microsoft Word 6.0 format on 3.5 -- inch
diskettes to all parties on the bidders mailing list that request a
copy sent. GSA will not make hardcopies of the RFP available. Comments
must be received by June 2, 1997. All bidders list requests should
include company name, point of contact name and title, address,
telephone number, fax number and Internet E-mail address. Companies
should also provide their DUNS number and business size, according to
the size standard for the Standard Industrial Classification (SIC) Code
4813 -- Telecommunications Services, which is 1500 employees. Comments
