messineo@pica.army.mil. On behalf of the PM for Mortar Systems, the
U.S. Army TACOM-ARDEC intends to solicit for a fully automated system
for inspection of 120mm inert and explosive- loaded mortar body loading
assemblies. The system shall be capable of detecting, quantifying and
classifying separations, between the interior contour at the base of
the shell and the explosive cast, as small as .015 inches, based on a
360 degree evaluation of the base, while being insensitive to metal
part variations among shells. The system shall also detect, measure and
classify cavitation defects as small as 1/8 inch by 1/8 inch in the
lower portion of Segment A described by the 38mm spherical radius and
the 16mm blend radius in the TACOM-ARDEC Drawing, (see Note at end).
The system shall complete these inspections at a target rate of one
shell per minute in production environment. The system shall provide
redundant safety features to comply with all radiation safety laws and
regulations. It shall also provide for the display of enhanced images,
measurements and acceptance status of the shells. The equipment shall
be able to automatically transport the shells through each step of the
inspection process from loading to unloading, including sorting of the
shells in accordance with the results of the inspection. The system
shall provide digital data, archival/retrieval of images and results.
The system's design shall provide for future adaptation to detect and
measure defects over the entire explosive cast area. The complete
system will be subjected to performance tests for radiographic
sensitivity, reliability of the equipment, accuracy of inspection, and
throughput. The Government may exercise an option to procure a second
identical system. The Government also reserves the right to award
without discussions. Proposals will be due 30 days after the
solicitation issue date. Note: The TDP is limited to Distribution

Non-Use Agreement Agreement" to receive the TDP and Section J
