action is for services for which the Government intends to negotiate
with only ADV Technical Systems, Inc. under the authority of FAR
6.302-1, based on their thorough knowledge and extensive experience
with the Fleet Area Control and Surveillance Facility (FACSFAC) system
which is unique only to the military air traffic control facilities
and is not found on civilian air traffic control systems. The
contractor shall provide labor, materials, equipment, supplies,
management, supervision, and transportation necessary to maintain the
FACSFAC system in proper, continuous, and optimum operation. The work
includes scheduled preventive maintenance, and performing service calls
and repair work as needed. FACSFAC is the U.S. Navy's Air Traffic
Control Facility in Hawaii. FACSFAC tracks and controls all military
Special Use Airspace which is used by all branches of the military to
perform both firing and nonfiring training missions. A component of the
FACSFAC is a system of landline (telephone line) communication that
allows air traffic controllers to select a landline for instant
communication with other facilities for flight safety. FACSFAC monitors
and controls military flights to ensure safe separation between all
military aircraft and civilian airliners flying in adjacent airspace.
Field Maintenance Technicians performing work under this contract shall
possess thorough knowledge of the principles of electricity and
electronics and shall possess at least six years demonstrable
experience in troubleshooting and repair of both analog and digital
circuitry. They shall have completed and be certified by Sanders
Associates, Inc. on the FACSFAC system operator's course and FACSFAC
Fleet Area Control and Tracking System (FACTS) introductory maintenance
course. In addition, field maintenance technicians shall be graduates
of accredited MVR-8GW, 99P3A-MW, MX-108 and RM-107 microwave courses.
They shall have a minimum of two years on-the-job experience with the
OJ-314 and OA-7621 Operational Communications System. SIC Code 7629
applies. The contract term will be a base period of one year plus four
option years. The total term of the contract, including all options,
will not exceed 60 months. If the Government does not award a follow-on
contract in time, the Government may require the Contractor to continue
performance for an additional period up to six months under the Option
to Extend Services clause. In either case, the Government will not
synopsize the options when exercised. This contract will replace a
contract awarded in 1992 to ADV Technical Systems, Inc. for $64,493
(firm fixed-price) and $7,710 (indefinite quantity) per year. Firms
that have the capability to perform the above work should notify us
within 15 days after the date of publication of this synopsis. This
notice of intent is not a request for competitive proposals. A
determination by the Government not to open the requirement to
competition based upon responses to this notice is solely within the
discretion of the Government. Information received as a result of the
notice of intent normally will be considered solely for the purpose of
determining whether to conduct a competitive procurement. Proposal
