Synopsis to identify sources for furnishing all necessary labor and
equipment to perform the annual inspection and maintenance of 72 each
120 ton locomotive, 6 each 100 ton SW8 locomotive, 43 each 80 ton GE
locomotive, 38 each 60 ton locomotive and 4 each 40 ton rail crane.
Perform the annual inspection and maintenance of 816 box cars, 188 flat
cars, and 91 various other pieces of rolling stock. This equipment is
located at 62 various DOD installations throughout the continental
United States and Alaska. The annual inspections shall be performed in
accordance with the Code of Federal Regulations Title 229, and the AAR
Manual of Standards and Recommended Practices. The inspection of
locomotives shall include, but not limited to: couplers draft gear,
journals, and roller bearings, wheels, truck assemblies, air brake
valves, air reservoir, brake rigging, batteries, lighting systems,
control stand, meters, gauges, electrical control cabinet, elecrical
high voltage cabinet, diesel engine complete, main generator, auxiliary
generators, air compressor, load regulators, traction motors, and
complete operational test of the locomotive. The annual maintenance of
the locomotive shall include but not limited to: Testing and
replacement of all gauges in accordance with FRA and AAR. Testing and
repair and/or replacement of: All electrical contactors and relays,
main and auxiliary generators, all fuel system components, ie,
injectors, pumps, and motors, all cooling system components ie,
shutters, fans, and radiators, air compressor and its related
components, diesel engine, all air brake system valves and other
components, truck assemblies to include: traction motors, wheel and
axles and roller bearings, draft gear and couplers. Repairs not
performed on an annual basis shall include, but not limited to:
complete replacement of engine power packs, complete rewire of the low
and high voltage electrical systems, replacement of high voltage
electrical cabinets, and replacement of AAR control stands. The annual
inspection and maintenance (repair and/or replacement) of all rolling
stock ie, box cars, flat cars, and tank cars, shall include but not
limited to: truck assemblies, wheel and axles, roller bearings, draft
gear, couplers, cutting levers, grab irons and doors. All inspections,
testing, and repair/replacement shall be conducted on site at the
installation where the equipment is located. The contractor shall also
provide a technical support "hot line" which the installation
maintenance personnel can call for assistance in troubleshooting and
performing lower levels of maintenance. The contractor shall also be
responsible for completing all emergency repairs to locomotives and
rolling stock the occur beyong the normal annual service. Interested
parties should supply current qualification and certifications from the
FRA or AAR and references from previous customers from the commercial
