under the Competition in Contracting Act, effective 1 April 1995. This
is not a Request for Proposal (RFP) or an Invitation for Bid (IFB). A
solicitation is not applicable. Be advised that this is used for
planning or information gathering purposes only. The Government does
not intend to award a contract on the basis of this request or
otherwise pay for the information which you may provide. The following
description is offered as a basis for which a reply to this notice may
be formulated. The Milstar Program is a communications system meeting
joint service requirements to simultaneously provide the tactical
forces with critical command and control communications, the national
command authorities with single integrated operational plan (SIOP)
execution, and the strategic forces with direction and report back
capability. There are approximately 40 kinds of repair assets
consisting of, but not limited to Circuit Card Assys, RF73 disk drives,
RZ26 disk drives, power supplies, and control consoles. Note: A list of
items (not all inclusive), and their estimated repair quantities is
available on request. These assets are all commercial items
manufactured by Digital Equipment Corporation (DEC). Those companies
interested in becoming future sources of repair, must as a minimum,
accomplish the following tasks with the accompanied provisions: (1) All
items are to be repaired in accordance with (IAW) the original
manufacturer's (DEC's) engineering and technical data, (2) All repaired
items will be returned to a serviceable condition IAW the item's form,
fit, and function, and will be tested to the next higher assy, and (3)
Items, as necessary, must maintain the requirements for nuclear
survivability. Note: No engineering data or special test equipment is
available, and therefore cannot be provided by the Government.
Potential repair sources, are required to provide a short synopsis on
credentials, to include former experience in repairing assets for the
Government and/or experience and certifications to repair equipment
from Digital Equipment Corporation. Companies interested in receiving
the list of items, and in this survey, are required to submit their
requests, and supporting documentation, in writing, to the Dept. of the
