Christine L. Mack, cmack@ba1.jsc.nasa.gov. NASA/JSC is hereby
soliciting information for potential sources for human spaceflight
payload integration and operations, including mission management,
analytical and physical payload integration, flight crew training,
procedures development, and real-time flight operations support, of
space science experiments in a pressurized habitable space science
laboratory in the Space Shuttle Payload Bay. A firm-fixed-price
contract is contemplated with a completion-date two to four years from
award. The contractor shall be responsible for two science missions
priced for launch dates in the time period from May 1999 to May 2000
for the first mission, and June 2000 to June 2001 for the second
mission. Three firm options will be included for three additional
missions, on roughly one year centers, beyond the year 2001. Spacelab
equipment and facilities will be made available for use, if needed.
Alternate proposals for other pressurized science laboratories will be
considered by the Government. The basic missions will occur during the
early Space Station assembly period and 90 percent of the science
hardware will be Materials Science Laboratory (MSL) and Neurolab
reflight. The first two option missions are anticipated to include 50
percent new science hardware, and the last option mission is
anticipated to include 100 percent new science hardware. Interested
offerors/vendors having the required specialized capabilities to meet
the above requirement should submit a capability statement of 5 pages
or less indicating the ability to perform all aspects of the effort
described herein. This synopsis is for information and planning
purposes and is not to be construed as a commitment by the Government
nor will the Government pay for information solicited. Respondents will
not be notified of the results of the evaluation. Respondents deemed
fully qualified will be considered in any resultant solicitation for
the requirement. Firms responding should indicate whether they are a
socially or economically disadvantaged business firm,an 8(a) firm, a
small business, and/or woman-owned business. The Government reserves
the right to consider a small business or 8(a) set-aside based on
responses hereto. All responses shall be submitted to identified point
