120 "F" Avenue, Springfield, Ohio 45502. Selected Architect-Engineer
shall provide planning (Type A) services, and be available to provide
options of design (Type B) and construction surveillance (Type C)
services; for a 37,502 SF new facility. The facility shall be masonry
construction and architecturally compatible with other support
facilities on base. The primary facility shall consist of offices,
classrooms, conference rooms, systems furniture, small arms vault, and
warehouse area which will include mechanical storage systems, a hazard
material storage pharmacy, for a total of 37,502 SF. Project cost is
estimated at $4.0 to $5.0 million. Site work includes, utilities,
drainage, landscaping, private vehicle parking, and an equipment
storage compound. Previous experience with Air National Guard Base
Supply Complex and/or other related projects is preferred. Type A
Services include: Field surveys and investigations, soil borings and
analyses, conceptual proposal/development meetings, site analysis and
site plans, floor plan sketches and analysis, building system analysis,
environmental permit identification, construction cost estimates,
project design schedule development, playbacks of project statement of
work, presentations to base design working group. Type B Services
include: Contract documents development meeting, engineering design
calculations and analyses, detailed working drawings, specifications,
detailed construction cost estimates, energy budget calculations,
material samples and color board, preparation of environmental permits,
complete FAA Form 7460, provide project presentations to the design
working group at 65% and 95% design submittals, provide addendum's to
bid documents as required, bid schedule support information. Code and
criteria review. Provide a professional color rendering of the facility
and site. Reproduction of bid documents. Type C Services include: Shop
drawing technical review, qualified technical representatives for
construction inspection, analyze testing lab reports, labor estimates,
progress reports, payment request reviews, operational acceptance
observation, review contract modifications and contractor proposals and
change orders, provide as-built drawings, ensure O&M manuals are
provided by the contractor, provide real estate capitalization
documents. Architect-Engineer selection shall be based upon the
following criteria which is listed in relative order of importance: 1)
Professional qualifications necessary for satisfactory performance of
required services. The specific disciplines to be evaluated are
architects, and the following engineering disciplines: mechanical,
electrical, civil, and structurl engineering. 2) Specialized experience
and technical competence in the type of work required; namely,
warehouse areas to include mechanical storage systems experience,
weapons storage vault, systems furniture, hazardous material storage,
and general interior administrative space layouts. Therefore the A/E is
requested to include in the statement of qualifications, projects that
demonstrate experience with designing buildings of comparable size and
complexity, failure to provide information needed to determine
experience can lead to immediate disqualification. 3) Capacity to
accomplish the work in the required time; namely an accelerated design
schedule, A/E will be required to provide complete design in
preferable 6 months, but not more than 9 months to inlcude all required
governmental reviews. A/E is requested to provide evidence of previous
experience to meet the short design schedules with comparable
projects. 4) Past performance on contracts with government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules. 5) Location in the general
geographical area of the project and knowledge of the locality of the
project, provided that application of the criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project. The geographiclocation of each firm will be evaluated. This
criteria will apply to the office in which the majority of the design
services will be performed. Identify this office on the Statement of
Qualifications. 6) Demonstrated success in prescribing the use of
recovered materials and achieving waste reduction and energy efficiency
in facility design. The A/E shall identify on the statement of
qualifications, projects whereby the firm has successfully demonstrated
the use of recovered materials and achieved waste reduction and energy
efficiency in facility design. 7) The volume of work previously
awarded the firm by the Department of Defense during the previous 12
calendar months shall also be considered. The A/E is requested to
provide information regarding cost of project and cost of A/E fees
their firm has received for services rendered. 8) The extent to which
potential contractors identify and commit to Small Business (SB) and
Small Disadvantaged Business (SDB), HBCU or MI performance of the
contract. The A/E must identify the information requested on the SF
254. Architect-Engineer firms which meet the requirements described in
this announcement and wish to be considered for selection are invited
to submit to the Contracting Officer within (30) calendar days
(inclusive) of the date of the appearance of this announcement in the
U.S. Dept. of Commerce Business Daily (CBD), the following documents:
1. A complete Standard Form 254, US Government Architect-Engineer
Questionnaire. 2. A SF 255 Architect-Engineer and Related Services
Questionnaire for this specific project. Firms with more than one
office must indicate on the SF 255 the office out of which the work
will be performed and the staffing composition at that office. Also,
firms responding to this announcement should state in block #5 on page
3 of their SF 255, the size, status of the firm. Three (3) copies of
all forms must be submitted to the following address: USPFO for Ohio,
2811 W. Dublin-Granville Road, Columbus, Ohio 43235-2788. Technical
questions shall be directed to the Base Civil Engineer's office at
(513)327-2279 or 2276 between the hours of 7:30 AM and 5:00 PM Eastern
Standard Time, Monday-Friday. The Government proposes to enter into a
firm fixed price contract for the above described services. Estimated
start date for these services is 30 July 1997. This is not a request
for proposal. This project is open to large as well as small
