COMMERCE BUSINESS DAILY ISSUE OF APRIL 18,1997 PSA#182799 -- FORCE PROTECTION The Aeronautical Systems Center, Weapons, Air
Base, and Range Product Support Office, Contracting Division
(ASC/WMOK), in support of the Air Base Systems Division (ASC/VXO), is
interested in acquiring information on commercially available equipment
which could be used by the Air Force for the protection of personnel
and resources. This request for information (RFI) is focused in the
following areas. (1) Explosives Detection and Disposal: (a) Hand-held
or robotics systems capable of detecting explosives or explosive
components located inside of vehicles, packages, briefcases, or
on/about a person, (b) Munitions disruptors, (c) Improvised explosive
device defeat systems for large vehicles; (2)Physical Security of
Personnel and Base Infrastructure: (a) Improved ballistic protection
systems for individuals which are lighter and less bulky than those
presently in use. Protection rendered must be equal to or greater than
that currently employed. Candidate systems must be compatible with
present camouflage patterns worn by personnel, (b) Eyewear that affords
protection from small arms fire, shrapnel, and/or laser weapons.
Eyewear should not fog up during extreme or changing environmental
conditions, (c) Systems and techniques to reinforce buildings, bunkers,
revetments, vehicles, and other structures requiring protection.
Systems must be transportable, relocatable and must have a long
shelf-life, (d) Chemical/biological protective masks and garments that
allow personnel normal freedom of movement and optimum visibility,
especially peripheral, while affording maximum protection from known
anti-personnel agents; (3) Chemical/Biological Agent
Detection/Neutralization: (a) Personal agent detection kits capable of
instantaneously alarming personnel when in the presence of known
anti-personnel agents, (4) Surveillance Systems: (a) Items capable of
assisting security forces in detecting and defeating small, 4 to 6
person teams of aggressors. Items must be all-weather capable, and able
to operate during day and night operations, (b) Devices that can be
worn by individuals, compatible with present gear, to identify
personnel as friend or foe. System must work in extreme temperature and
atmospheric conditions and possess an extremely high degree of
reliability, (c) Systems to detect the presence of movement, humans,
sound and other factors and capable of transmitting notice of alert via
wireless communication system to remote site away from the protected
area; and (5) Instantaneous Warning/Alerting Systems: Speaker system
capable of notifying building or area occupants with differing signal
dependent upon varying tones, speech, frequencies, etc. Firms having
such equipment/systems are requested to submit literature/brochures
outlining the specifications/ capabilities of these items to ASC/VXO,

evaluated and a solicitation list established of those firms determined
capable of fulfilling the Government's requirements. This request for
information (RFI) is for planning purposes only and shall not be
construed as a request for proposal or as an obligation on the part of
the Government to acquire any follow-on acquisitions. The Government
does not intend to award a contract on the basis of this RFI or
otherwise pay for the information solicited. No entitlement to payment
of direct or indirect costs or charges by the Government will arise as
a result of submission of responses to this RFI and Government use of
such information. This RFI does not constitute the solicitation of
