COMMERCE BUSINESS DAILY ISSUE OF APRIL 18,1997 PSA#1827ADVANCED PLANNING BRIEF TO INDUSTRY (APBI) The Program Manager Night
Vision/Reconnaissance, Surveillance, and Target Acquisition (PM
NV/RSTA) will host an APBI to discuss the market investigation results
for a meteorological profiler system. This meeting will be held on May
8, 1997, at the CECOm Research, Development and Engineering Center,
Building 319 (Motion Picture Lab), Ft. Belvoir, VA, from 9 a.m. until
5 p.m. A copy of the Operational Requirements Document (ORD) is
available upon request via e-mail for review. Request that all
participants obtain a copy of the ORD, and become familiar with the
requirements in advance of the meeting. This notice is not a request
for bids or proposals and does not indicate that the Army has funds for
purchase of said equipment. The Profiler will be an upgrade to the
Meteorological Measuring System (MMS) AN/TMQ-41. The MMS measures
atmospheric parameters of temperature, pressure, humidity, and wind
velocity for artillery fire correction. The current system uses
rawinsonde techniques to obtain the data. The Profiler will either
supplement or replace this with other sensing equipment, such as wind
profiler radar and satellite technology. It is the Government's
intention to brief the program requirements, followed by a question and
answer period. Upon request, we will schedule one-on-one conferences
with industry participants to discuss possible materiel approaches. In
order to reduce the system development time, and leverage existing
technology to the greatest extent possible, we are encouraging
innovative ideas with emphasis on commercial-off-the-shelf (COTS) and
non-developmental item (NDI) solutions. At this meeting, concept
discussions, NOT TECHNICAL PROPOSALS, are appreciated. Interested
contractors must provide visit requests to the following: Primary: FAX
(703)704-1098 (confirm receipt with Leslie Fleming (703)704-1133; and
provide a copy to CPT(P) Kel Wood, FAX (703)704-3449). Alternate: Mail
to the following address: NVESD, ATTN: Security Office, 10221 Burbeck
Road, Suite 430, Fort Belvoir, VA 22060-5806. Provide responses for
requests for the ORD in writing (letter, fax or E-Mail) to PM, NV/RSTA,
