COMMERCE BUSINESS DAILY ISSUE OF APRIL 18,1997 PSA#1827IT-21 ASHORE ACQUISITION STRATEGY PROOF-OF-CONCEPT The Department of
the Navy (DON), in cooperation with the Defense Information Systems
Agency (DISA), invites companies to assist in determining the most
cost-effective and appropriate acquisition method to satisfy integrated
voice, video and data mission requirements on the island of Oahu. The
objective of this effort is to enable unified and component commanders
to make sound, fact-based, business decisions regarding potential
future information technology (IT) acquisitions for Oahu installations
and island-wide metropolitan area network infrastructure, including
management, security, training, and application support. The Defense
Information Infrastructure's Common Operating Environment (DII-COE),
Joint Technical Architecture (JTA), and Installation and Run-Time
Specification (I&RTS) will be the basis of this proof-of-concept effort
and will be examined, including their fiscal impact on IT acquisition.
The Information Technology for the 21st Century (IT-21) ashore
acquisition strategy proof-of-concept will examine fee-for-service and
outsourcing alternatives in addition to more traditional acquisition
methods. An independent facilitation team (composed of Booz, Allen &
Hamilton, Coopers & Lybrand, and Bellcore) will oversee the development
of: o Specific performance-based, functional requirements; o Current IT
cost and infrastructure assessments to provide a cost baseline; and o
IT Business Case Analyses, analyzing a range of acquisition options to
support Oahu acquisition decisions. For areas where outsourcing is the
preferred alternative, performance-based statements of work (SOW) will
be developed in support of government requirements. These SOWs may be
used for future contract actions. All companies that desire to provide
input into these products are invited to the initial industry forum at
1400 on Friday, 2 May at Howell Auditorium (Bldg 226), Defense Systems
Management College, Fort Belvoir (9820 Belvoir Road in southeastern
Fairfax County, Virginia). The purpose of this forum will be to
describe government IT-21 Ashore Acquisition Strategy proof of concept
plans in order to obtain industry views on scaleable and open,
enterprise-wide IT visions and architectures. As products are
developed, the facilitation team will provide periodic electronic
access and feedback opportunities to the industry participants. Any
company desiring to attend should respond by e-mail to
"it-21@hq.navy.mil" with participants' names by 30 April. From this
forum, a small group of industry representatives will be invited to
serve as an on-site advisory committee to the Oahu facilitation team to
obtain specific recommendations on the Oahu IT architecture model.
These companies will be invited based on their willingness to
participate and demonstrated experience in designing, building and
implementing an architecture similar to the size and complexity of the
Oahu enterprise. Further details regarding required experience will be
provided at the May 2nd forum. The government intends to satisfy any
emergent integrated voice, video and data requirements using existing
contractual vehicles as appropriate. Companies that participate will do
so at their own cost and risk with no expectation that a contract award
will result. No additional competitive contract award should be
expected as a result of this effort. Should this proof of concept prove
valuable, a similar analysis is expected to occur in the Tidewater,
