Van Steelant, Contracting Officer, (301) 435-0364 The National Heart, Lung, and Blood Institute (NHLBI), National Institutes of Health (NIH), intends to negotiate on a non-competitive basis under the authority of 41 USC 253 and FAR 6.302-1 with the Potomac Electric Power Company (PEPCO) to purchase electrical power to run all of the electrical and mechanical systems in the laboratory and animal research facility at 5 Research Court, Rockville, Maryland. Specifically, the Contractor shall provide continuous 208 3 Phase Volt service for the normal oper ation of the building and a 480 3 Phase Volt service for the operation of the mechanical equipment. The Contractor shall provide 24 hour emergency service to diagnose an correct all incoming electrical problems. It is anticipated that this contract will be a one (1) year contract with four (4) successive option periods. Interested respondents must submit written capability statements, including clear and convincing documentation, technical information, and descriptions demonstrating their ability to meet the Government's requirements. Responses providing insufficient information for evaluation will not be considered. This notice of intent is not a request for competitive proposals. All written responses must be received within 45 calendar days from the publication date of this notice and should be directed to Gina M. Cianflone at the above address. Responses received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive p rocurement.
