solicitation for commercial services prepared in accordance with the
format in Subpart 12.6, as supplemented with additional information in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation Number 52SB760114 is issued as a Request for
Proposal. This is a sole source procurement with the Baltimore
Convention Center because it is the only facility in the Baltimore area
that apply to hold the required capacity. Baltimore was determined to
be the best location because this event is co-sponsored with the
National Security Agency and needs to be close to their location . The
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-45. This action
is being done under Simplified Acquisition Procedures. The Standard
Industrial Classification Code is 7011. The small business size
standard is $5 million. CLIN 0001 is Contractor shall provide services
in accordance with the STATEMENT OF WORK to include meeting rooms and
equipment for the 20th National Information Systems Security
Conference to be held October 6 through October 10, 1997 in the
Baltimore area. CLIN 0001 is to be priced by one lot. STATEMENT OF
WORK. The Contractor shall furnish the necessary facilities, personnel,
equipment and services to perform the following: FACILITIES. The
Contractor shall provide space for a registration area to be used to
register approximately 1600 people during the day before the conference
and in the evening before the conference from 6:00 to 9:00 p.m.The
registration area shall remain open throughout the conference. There
shall also be space for four tutorials for 100 people each, set theater
style on the day before the conference. There shall also be a room to
hold the plenary session attended by 1600 to be set theater style with
a stage for a keynote speaker and other presenters. The plenary
session shall take place on the firstday from 10:00 a.m. to 12:00 noon
and on the last day from 11:00 a.m. to 12:30 p.m. Also required are 5
meeting rooms, set theater style, which hold at least 300 from 11:00
a.m. to 5:30 p.m. on the first day, 9:00 a.m. to 5:30 p.m. on the
second and third days, and 9:00 a.m. to 10:30 a.m. on the last day. In
addition, there shall be a room to be used as an office, a room for
the audiovisuals, a speaker lounge, a press room, an executive room,
and 10 small rooms that can be used for demonstrations and informal
meetings. These rooms shall be available day and evening, from 4:00p.m.
the day before the meeting through 5:00 p.m. on the last day.
AUDIOVISUAL EQUIPMENT The contractor shall provide podiums and
microphones as needed (approximately one for each room) Audiovisual
services shall be acquired under a separate contract.. Evaluation
factors shall include the contractor's ability to provide function
space, the contractor's ability to provide equipment, and the
contractor's past experience in holding conferences of equal size.
Technical factors are slightly more important than price. The provision
at FAR 52.212-1, Instructions to Offerors -- Commercial Items, and FAR
Provision 52.212-2, Evaluation of Commercial Items are applicable to
this acquisition. The clause at FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, apply to this acquisition. The offeror responding to
this RFP must submit unit and extended price for all requested items,
prompt payment terms, past performance information, literature
describing the facilities, and a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications -- Commercial
Items (available at www.nist.gov/admin/ad/contract/contract.htm), with
their RFP. Pursuant to FAR 52.212-5, Contract Terms and Conditions
required to Implement Statutes or Executive Orders -- Commercial Items,
the following FAR clauses are hereby incorporated by reference:

Hires. The Contracting Officer will furnish full text for the above
listed clauses upon request. The Baltimore Convention Center shall
submit an offer to the National Institute of Standards and Technology,
Acquisition and Assistance Division, Building 301, Room B117,
