This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation F33601-97-Q-0769 is a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a small business set-aside procurement. The associated Standard Industrial Code (SIC) for this procurement is 3641, and the small business size standard is 10,050 tubes in all. Description: This is a brand name or equal acquisition. The brand name item is the Sylvannia F40 CWX/SS 34 watt miser lamp, Part Number 04613524588. These lamps are cool white in color, 4 feet in length. The correlated color temperature is 4200 while the color rendering is 89 or greater. Average rated hours of 20,000 Lumens produced to be 2700 initial. The critical factors are that the light tubes must be energy efficient, must be a 34 watt miser lamp, 4 feet in length and match the color and level of heat generated by the Sylvannia F40 CWX/SS. Offerors may quote either the Sylvannia light tube or an equivalent tube. Offerors quoting an alternate item shall submit technical data or literature which demonstrates that the alternate meets the Government requirement and shall submit a sample of the alternate light tube for evaluation. Offerors quoting the Sylvannia light tube shall not submit technical information or a sample. A definite-quantity purchase order is contemplated. The Goverment will issue a delivery order to the contractor when a requirement exists for light tubes. The contractor will deliver the quantity ordered within two days of receipt of the delivery order. The entire quantity of 335 cases will be ordered by 30 Sep 97. Evaluation criteria to be included in paragraph (a) of clause 52.212-2 are as follows: (1) technical capability of the item offered to meet the Government requirement; (2) price; (3) past performance; in descending order of importance.
