THIS IS NOT A 100% SMALL BUSINESS SET-ASIDE. HOWEVER, AT LEAST ONE SMALL BUSINESS AND AT LEAST ONE SMALL DISADVANTAGED BUSINESS, GIVEN ACCEPTABLE PROPOSALS, ARE GUARANTEED AWARDS.
