Project Manager for Night Vision/Reconnaissance, Surveillance and
Target Acquisition is issuing this BAA to solicit innovative proposals
for Trade-Off Study for Apache 2nd Gen Forward Looking Infrared
Sensor. The objective of the Trade-Off Study is to analyze various
strategies for upgrading the FLIR sensors in the Apache Target
Acquisition Designation System/Pilot Night Vision System (TADS/PNVS)
and to develop a system performance specification to be used in
preparation for subsequent Engineering and Manufacturing Development
(EMD) Phase of the program Life Cycle development. The study will
consider the entire system life cycle of the 2nd Gen FLIR upgrade
identifying potential Development/Productions and performance
tradeoffs; significant technical issues and/or propose concepts for
packaging of the sensor systems; R&D costs; Procurement costs;
Operation and support costs and will address the impact that the
technical approach will have on system supportability within the
current Aviation maintenance structure. The complete BAA is uploaded on
the CECOM Electronic Bulletin Board (EBB). The BAA consists of the
following: PART I -- INTRODUCTION, PART II -- GENERAL INFORMATION, PART
III -- AREAS OF INTEREST, PART IV -- PROPOSAL PREPARATION AND
SUBMISSION INSTRUCTIONS, PART V -- PROPOSAL EVALUATION, AND APPENDICES.
The BAA is located in the CECOM/Fort Monmouth solicitation section of
the EBB under Draft Solicitations, EBB No. 76. The BAA is uploaded as
a draft to provide industry with early information. The Government
forecasts the BAA will become final on or about 15 May 1997 and will
remain upon for a period of 21 days. Interested parties are reminded to
read the E-Mail messages attached to the EBB file. They contain
important information concerning this BAA. As no formal request for
proposal or any solicitation document are to be issued in regard to
this BAA, interested parties should monitor the CECOM EBB on a regular
basis. This BAA is considered unrestricted and as such no portion will
be set-aside for Historically Black Colleges and Universities, and
minority institutions. A pre-solicitation conference is to be held the
week of 12 May 1997 at Fort Belvior, Virginia. Interested parties are
advised to monitor the CECOM EBB on a daily basis for further
information regarding the conference. Prospective offerors are reminded
that only a duly warranted contracting officer may obligate the
Government to an agreement involving expenditure of Government funds.

Electronics Command (CECOM) has established an Electronic Bulletin
Board (EBB) to provide electronic transmittal of Request for Proposals
(RFPs) and Invitations for Bids (IFBs) from Government to Industry.
All interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB system. To
become a user of the EBB, you will need an identification code and
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB system. A user's
identification code and password will be issued upon request along with
instructions for downloading the EBB User's Manual. All requests must
include (1) company name, (2) point(s) of contact name(s) and title(s),
(3) return address(es) and (4) telephone number(s). Please send your
