Amendment No. A001, maria.martin@fema.gov. EMR-97-IB-0002 previously
published in the CBD on March 27, 1997 has been amended. Amendment A001
is issued to the above combined synopsis/solicitation for maintenance
and support of 14 government-owned NetFrame Servers. This amendment is
issued in accordance with FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only amendment of the above solicitation, bids are
being requested, and a written amendment will not be issued. This
amendment is issued to revise the requirement for telephone support and
to furnish questions and answers concerning this synopsis/solicitation.
(1) Change the requirement for telephone support. FROM: "The contractor
shall provide unlimited telephone technical support 7 days a week,
24-hours a day." TO NOW READ: "The contractor shall provide unlimited
telephone technical support 7 days a week, 24-hours a day. If
government personnel cannot solve the problem/issue, the contractor
will dispatch an engineer to the site within a 4-hour response time at
no additional charge." (2) QUESTIONS/ANSWERS Question No. 1: What is
the response time for the maintenance contractor to be on-site? The
synopsis/solicitation only indicates the response time for parts to
arrive on-site (within 2 hours) but it does not specify the response
time required for the contractor's engineer to be on site. Answer: The
government has personnel trained in NetFrame maintenance procedures on
site. See Amendment A001 change above. Question No. 2: Is the Novell/NT
support also needed with the maintenance of NetFrame? Answer: No.
EMR-97-IB-0002 is for the maintenance of the equipment specified in the
synopsis/solicitation. Question No. 3: There are other NetFrame servers
in FEMA's inventory. Is there a requirement for coverage for these
servers or are they planned for an upgrade? Answer: No. See answer No.
2 above. Question No. 4: If the equipment is changed, upgraded and/or
modified, is it safe to assume the contract will be changed to reflect
the current inventory and that the price will be adjusted accordingly?
Are there any upgrades planned prior to the sart date and are they
properly reflected within this solicitation? Answer: The government
does not intend to upgrade and/or modify the equipment stated in this
synopsis/solicitation prior to start date. Question No. 5: Can a
contractor/engineer do a site survey prior to proposal submission?
Answer: Because of the various site locations, it is impractical to
have a site survey prior to bid. The successful contractor and the
government will inspect the equipment and certify that it is in good
working condition prior to the start of maintenance. Question No. 6: Is
there a plan for FEMA to purchase the new NetFrame Clustering System
NF9000 for any of its locations and are they reflected within this
solicitation. Answer: No. Question No. 7: Who is the current
contractor? Answer: There is no current contractor, some equipment is
still under warranty with the original equipment manufacturer. Question
No. 8: What is the anticipated value of the contract: A)Base Year B)
Option Year? Answer: The competitive bidding process will determine the
value of the contract. Question No. 9: What are the man-hours required
to do the work? Answer: See Amendment A001 telephone support. Question
No. 10: Anticipated date contract will be let? Answer: Estimated
contract award date is May 1, 1997. Question No. 11: Is there an all
inclusive list of parts for these systems? Answer: A reputable
maintenance representative of the NetFrame manufacturer should know
this information in order to provide the 2-hour parts delivery
timeframe required. Question No. 12: Value of existing equipment:
Answer: The estimated value of the current equipment included at all
sites is between 10 and 20 million dollars. Question No. 13: Are you
aware of a small business in need of teaming partner? Answer: No. FEMA
is not aware of any. Bidders must acknowledge receipt of this
amendment before the hour and date specified in the solicitation.
Failure of this acknowledgment may result in rejection of your bid. If
as a result of this amendment you desire to change a bid already
submitted, such change may be made by letter. The letter must refer to
the solicitation and this amendment, and received before the opening
hour and date specified. The synopsis/solicitation EMR-97-IB-0002 is
amended as indicated above. As a result of the changes made herein, the
hour and date for receipt of bids is hereby extended from 3:30 p.m.
local time April 18, 1997 to 3:30 p.m. local time April 29, 1997.
Except as provided herein, all other terms and conditions of
EMR-97-IB-0002 remain unchanged and in full force and effect. End of
Amendment No. A001 to synopsis/solicitation number EMR-97-IB-0002.
