USAID/South Africa plans to solicit offers from qualified U.S. and South African firms for the services of a long-termcontractor under the Support for Economic Growth and Analysis and Mandela Economics Scholars Program (SEGA/MESP) Project. Services will be required for an initial period of five years. USAID intends to award a cost plus fixed fee (CPFF) type of contract as described in Section 16.306 of the Federal Acquisition Regulation (FAR). This contract will be the primary vehicle through which USAID/South Africa provides training and technical assistance to implement its Strategic Objective #4: "Improve the capacity of key government and non-government entities to formulate, evaluate and implement economic policies". The Contractor will be required to: (1) work closely with the RSA to achieve the SEGA/MESP four intermediate results, (2) provide technical assistance and short-term training in a timely manner in accordance with the approved annual subcontracting plans and annual action plans, (3) administer MESP funds for specified long term participant training, in accordance with the approved annual action plans, and, (4) grant management of grants to economic think tanks. The estimated date for issue of the RFP is May 12, 1997. USAID encourages the participation to the maximum extent possible of Small Business, Small Disadvantaged Business, and Women-owned small business concerns in this activity as prime or subcontractors in accordance with Part 19 of the FAR. In this respect, it is anticipated that the prime contractor(s) will make every reasonable effort to identify and make maximum practicable use of such concerns. To help identify potential subcontractors, a list of all organizations requesting a copy of the solicitation will be included with each solicitation issued. By providing the list, USAID does not endorse the listed organizations as being capable of carrying out the activity, nor does AID verify the claimed status of the organizations. Necessarily, the list will contain the names of only those organizations known prior to the issuance of the solicitation. The preferred method of distribution of USAID procurement information is via the Internet or by request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2 format).
