the rehabilitation of a concrete pier and sea wall including cleaning
and repairing of cracks and spalls on slabs, beams, concrete curbs,
pile caps, piles (including underwater portions of piles) and the
seawall, replacement of the seawall cap, and repairs to the seawall
footing. Pier piles are to be provided with pile jackets. Two timber
finger piers are to be repaired, including removal and replacement of
timber pile caps, chocks, curbing, decking and bracing. Existing
expansion joints are to be replaced or cleaned, repaired and provided
with new cover plates. Timber curbs are to be replaced. In addition,
the main pier lighting system is to be replaced. Additive Bid Item
Number 1 consists of removing 7 existing timber fender piles and
providing and installing 8 new timber fender piles each appproximately
80 feet in length;removing 2 existing timber bearing piles and
providing and installing 2 new timber bearing piles each approximately
85 feet in length. All work shall be accomplished in accordance with
Specification No. 0076 and Drawing No. 2-4150 (sheets 01-19). All work
shall be completed within 365 calendar days after Notice to Proceed.
Plans, specifications, and all necessary bid documents will be
available 28 April 1997 and may be obtained by submitting a check in
the amount of $15.00 per set (non-refundable) made payable to the U. S.
Coast Guard. To receive a solicitation and be placed on the bidders'

Estimated construction cost is between $1,000,000.00 and $3,000,000.00.
The solicitation is unrestricted IAW the Small Business Competitiveness
Demonstration Program. For Minority, Women-owned and Disadvantage
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
