sought to include the furnishing of all labor, materials, and
equipment necessary to construct a 4,087 square meter Water Survival
Training Tank. Work includes construction of a high bay one story
structural steel frame on reinforced concrete, corrugated steel
suspended decks with concrete fill, mission tile sloped roofs and built
up "flat" roofs, stucco finish of concrete masonry units, and steel
stud infill walls. Spaces include; indoor poop, toilets, shower and
locker rooms, administrative areas, classrooms, storage and mechanical
rooms. Special construction features include seismic design, concrete
piles, sound attenuation and air conditioned office spaces. Demolition
of 20 Quonset huts is also required that contain lead paint and
asbestos. Site work includes grading, paving, utilities, fencing and
landscaping and incidental related work complete and ready for use. The
contract is to be awarded to the responsible offeror who submits the
proposal considered most advantageous to the Government considering
"Price" and "Technical" evaluation factors. -- The following evaluation
criteria has been weighted approximately equal. Within the "Technical"
factor, the following subfactors are listed in order of importance:
Subfactor 1: Past Performance; Subfactor 2: Past Experience; Subfactor
3: Schedule; and Subfactor 4: Subcontracting Effort. Site visit will
be scheduled for 8 May 1997 at 9:00 AM local time, at Marine Corps
Recruit Depot, PWO, Building 224, inside Gate 5, San Diego, California.
A preproposal conference will be held on 8 May 1997 at 1:00 PM local
time following the site visit. Station passes are not required to enter
this area of the base. Participants must reserve seating a minimum of
two (2) days in advance of the conference date by contacting Steven
Miliner at (619) 532-3016. -- This is not a public bid opening. -- The
estimated cost is $5,000,000.00 and $10,000,000.00. -- Firm Fixed
Price Contract. -- Contract duration is 480 calendar days. -- Proposals
will be considered from all responsible sources. -- This project is
unrestricted. -- The Standard Industrial Code is 1542 and the annual
size is $17 million. It is recommended the subcontracting goals reflect
a minimum goal of 5% for Small Disadvantaged Business Subcontracting
effort and 30% for Small Businesses. Offerors should request in writing
stating RFP number N68711-95-R-7743, with complete name, address, area
code and phone number and whether proposing as
prime/subcontractor/supplier. -- Telephone requests will not be
accepted. -- A fee will be charged for all plans and specifications.
Each set will cost $104.00. The fee is non-refundable. The Plan and
