FEDERAL CORRECTIONAL INSTITUTION NEAR FORREST CITY, ARKANSAS SOL RFP

307-0954. The Federal Bureau of Prisons (BOP) intends to procure the
design and construction of a Federal Prison Camp (FPC) located at the
site of an existing Federal Correctional Institution (FCI) near Forrest
City, Arkansas. A two-phase, design-build, fixed price, highest quality
selection process will be used to award a single contract. The scope of
work includes all architectural, engineering, and construction related
services necessary to provide a functional, durable prison camp. These
services shall be performed by a single contractural entity to include
site planning (including a footprint area for a future housing unit);
landscape design; civil engineering to include verification of and
acceptance of existing geotechnical information, provision of all
required geotechnical information not included in the existing
documentation, and provision of any additional topographic surveys and
soil borings necessary to complete construction; development of new,
original construction documents, calculations, drawings and
specifications; construction of the FPC; construction administration
and management; testing services; verification of adequacy and
connection to existing utility services; and commissioning of systems.
Architectural and engineering services shall be accomplished or
reviewed and approved by architects or engineers registered to practice
in their respective professional fields in the state of Arkansas. The
FPC is approximately 67,000 gross square feet and includes housing and
support services for 256 inmates and staff. The total estimatd project
costs are between 5 and 10 million dollars. All interested Offerors
shall respond to the following Phase One, Request for Qualifications,
evaluation factors: 1. PAST PERFORMANCE OF THE OFFEROR'S TEAM (40%), a)
indicate projects completed successfully by the individuals and firms
proposed for the design-build team, including prison projects and
projects that have won awards, b) indicate relevant experience and past
performance of proposed individuals and firms asa design-build team, c)
provide narrative and visual evidence of the firm's ability with
respect to functionality, aesthetic quality, cost and schedule control
for past projects, d) indicate record of meeting regulatory
requirements for offerors and all consultants, e) provide record of
ratio of change orders and claims to total project cost for past
project listed, f) provide record of penalties received, including
cure, show cause and any termination notices for offerors and all key
subcontractors. 2. CAPABILITY TO PERFORM (30%), a) indicate size and
make up of offerors and consultants, b) indicate proposed available
personnel by discipline, c) provide evidence of offeror's bonding
capacity for the project, d) provide evidence of the offeror's
insurability for the project. 3. SPECIALIZED EXPERIENCE AND TECHNICAL
COMPETENCE (30%), a) indicate knowledge of the general project
locality, i.e.,local codes/permitting, market conditions, and local
construction requirements, b) provide individual qualifications ofteam
members, c) provide a concise, clear, and complete submittal. Offerors
in Phase One, Request for Qualifications, should submit qualifications
that address all the evaluation factors as described (SF 254's and SF
255's or similiar formats are acceptable forms of submissions). After
evaluating phase-one offers, no more than five of the highest
qualified offers will be selected to conitue into phase-two, Request
for Proposals (RFP). In phase-two, proposers are required to submit
written proposals and may be invited to submit oral and visual
proposals based upon a detailed RFP. Phase-two proposals will be
evaluated on price and technical proposals, consisting of design
concepts, management approach, key personnel and proposed technical
solutions. A pre-proposal conference will be scheduled. Small and small
disadvantaged businesses are encouraged to participate and will be used
to the maximum extent practicable as both prime and subcontractor.
Note: The successful offeror will be required to submit a
subcontracting plan for this procurement regarding the utilization of
small, small-disadvantaged, and small woman owned businesses. The plan
will be incorporated into and made a material part of the contract.
ALL PHASE ONE OFFERS MUST BE RECEIVED BY THE CONTRACTING OFFICER AT THE
ADDRESS NOTED BELOW, BEFORE 2:00 PM EST ON MAY 14, 1997 TO BE
