Zolnowsky, USPFO for South Dakota, ATTN: SDPFO-PC, 2823 West Main, Rapid City, SD 57702-8186 PRESOLICITATION NOTICE -- Best Value Construction Task Order Contract (TOC). The South Dakota Air National Guard, Joe Foss Field, Sioux Falls, South Dakota, is soliciting proposals for multiple discipline, mulitple-year maintenance, repair and minor construction service contract. Multiple awards will be made. Delivery orders will be issued to TOC contractors based upon the low competitive price, or a combination of price and other factors (best value judgments) in acordance with FAR 16.505. The TOC shall be a multiple-year contract for the period of 3 years. Task orders shall not exceed a cumulative amount of $5 million to any one contractor; and an individual delivery order shall not exceed $500,000. Source selection procedures in accordance with DFAR Part 215.605 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Project management ability with an emphasis on: (a) Key management staff, (b) Quality control plan, (c)Financial capability, and (d) Technical support staff; (2) Company experience; (3) Location in relation to the worksite. It is anticipated that the solicitation will be available for distribution mid-June. All responsible sources may submit a proposal which shall be considered.
