In order that potential sources may offer comments on the draft specifications for the replacement of a transformer in the SCRAMJET Test Facility with a new SCR-controlled solid state DC power supply in the 15 to 20 MW range, a draft specification has been made available for review and comment by potential offerors upon request. This is a Request for Information (RFI) regarding the completeness, clarity, and overall quality of the draft specifications. The draft specifications (the RFI) may be requested by phoning 757-864-2547 and citing RFI number 1-062-GGL.1036. No requests will be honored after May 27, 1997, and all draft specification packages will be mailed via regular postal mail. Input/responses to the draft specifications must be received at Langler Research Center by COB May 30, 1997. Responses may be mailed or faxed to the places stated in the cover of the RFI/ draft specifications. After reviewing the draft specifications, comments should be forwarded to the identified point of contact via mail or by facsimile transmission to 757-864-7709. All responses should indicate whether the firm is large or small, whether or not it is a manufacturer of such power supplies, and should include the preferred mailing address and point of contact for future correspondence, such as receipt of any resulting solicitation later this year. All responsible offerors who respond with timely comments, even comments such as No changes to the draft specifications are recommended, will automatically be included on the mailing list of any resultant solicitation, unless they request otherwise in their response. It is anticipated that a solicitation will be finalized for release during the summer of 1997. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Respondents will not be notified of the results of the review. Any questions regarding this announcement should be directed to the identified point of contact. Comments shall be received no later than May 31, 1997. In responding reference RFI-1-062-GGL.1036. Though no solicitation is yet available, an ombudsman has been appointed -- See Note "B". Information about the resultant solicitation for this procurement will be available over the Internet.
