678-5455 (Site Code DAAD07) This is a sources sought synopsis to
identify potential sources for the following requirement. The U.S. Army
White Sands Missile Range, New Mexi co, has a requirement for
grounding, lightning protection and metering systems. This project
consists of repairing, maintaining, replacement and installation of
grounding, lightning protection and metering systems throughout White
Sands Missile Range, NM, and related locations. The types of grounding
systems shall include but not be limited to, facility power system
grounding, facility power system surge protection, static discharge
system grounding, lightning protection system (LPS) grounding systems,
fence grounding, fuel dispensing and storage facility grounding, water
tank grounding and other similar facilities which require grounding or
special static protection resulting from requirements identified in
regulations or standards of the the U.S. Government, military or
industry, as well as, National Fire Protection Association (NFPA) and
Underwriters Laboratory (UL). The types of facilities shall include but
not be limited to build ings, open and covered facilities, storage
facilities both fuel and water, fuel dispensing facilities, hazardous
storage facilities such as explo sives, ammunition, hazardous
chemicals, towers and fence enclosures. The anticipated type of
contract is fixed price indefinite quantity. The peri od of performance
is for a one-year base period with four one-year options to extend. The
magnitude of the construction project is estimated to be between
$5,000,000 and $10,000,000 for the total effort with a minimum
guarantee of $50,000. The amount for the bid guarantee will be 20% of
the specified minimum of $50,000. Performance and payment bonds will
also be required from the successful bidder. The SIC code is 1799. Any
concern bidding on the proposed procurement is classified as small if
its average annual receipts for the preceding three fiscal years do
not exceed 47.0 million. A solicitation will be issued on an
unrestricted basis. A sub contracting plan will be required prior to
contract award, if awarded to a large business concern. A pre-bid
conference and site visit will be sched uled for this requirement. Due
to problems encountered in the previous solicitation, it will be
highly recommended that all potential bidders attend the pre-bid
conference and site visit so that they can better under stand the
extent of the work required. Contractor Qualifications Required: The
successful contractor shall be regularly engaged in lightning protec
tion, system installation and repair, and shall have performed similar
type work in completed installations at least 2 years prior to bid
opening. The successful contractor shall provide the Contracting
Officer proof of satis factorily completed lightning installations. The
successful contractor shall employ personnel of journeyman level as a
minimum, for performance of electrical work including installation and
testing of electrical metering. Metering installation will require a
licensed journeyman electrician. Personnel working strictly on the
lightning protection system (LPS) and grounding systems are exempt from
journeyman electrician requirement. However, these personnel shall be
under direct supervision of an experi enced installer supervisor.
Installation supervisor of lightning and grounding systems shall
require proof (resume) of experience in installa tion of lightning and
static dissipation systems. Installation supervisor must have had
experience working in explosive and hazardous areas. The successful
contractor will be required to develop layout plans for new
installations of equipment required for grounding and lightning
protection systems. The layouts shall comply with Department of the
Army (DA) Pam phlet 385-64, National Fire Protection Association (NFPA)
780, NFPA 70 (ENC) and applicable specifications. Facility basic roof
plan will be provided to the contractor to base the layout plan on. The
successful contractor shall identify an individual within his
organization to be at the work site and who shall be responsible for
overall management of con tractor quality control (CQC) and have the
authority to act in all CQC matters for the contractor. The CQC system
manager must have experience in lightning and grounding protection,
construction and maintenance, and have a minimum of one year
construction experience on similar type construction or a minimum of
five years experience in related work. The CQC system manager shall be
assigned as system manager but may have duties as project
superintendent in addition to quality control. Interested sources who
possess the above qualifications should submit a capabilities package
that is brief and concise, yet clearly demonstrates ability to meet the
stated requirements. No solicitation documents exists. A solicitation
will be issued at a later date. This synopsis is for information
purposes only; it is not a request for proposals nor invitation for bid
and is not to be construed as a commitment by the Government. The
Government will not pay for any effort expended in responding to this
announcement. Responses must be submitted not later than 25 calendar
