National Institute of Environmental Health Sciences (NIEHS), National
Institutes of Health (NIH), is soliciting proposals from offerors that
have these capabilities and facilities to perform the following: The
major objective of this contract is to carry out scientific and
scientific administrative support activities for the Interagency Center
for the Evaluation of Alternative Toxicological Methods (the Center),
whose goal is to promote the development, validation, acceptance, and
use of alternative and other new testing methods and strategies that
shall be more predictive of human health and ecological effects than
currently available methods and strategies. To achieve this goal and to
support the activities of the Interagency Coordinating Committee on the
Evaluation of Alternative Toxicological Methods (ICCVAM), the Center
shall: provide administrative support for the ICCVAM and its ad hoc
Expert Working Groups, prescreen methods submitted for consideration by
ICCVAM, coordinate the scientific peer review and interagency
consideration of new test methods of multi-agency interest, convene
expert workshops to evaluate the validation status of new methods and
to identify research and validation studies needed to fill critical
knowledge gaps, disseminate information on the current status of
alternative test method development, validation, acceptance and use,
and support the Center's Scientific Advisory Committee. In supporting
the Center, the contractor shall review proposed test methods,
synopsize available information, review statistical methods and comment
on appropriateness and application of methods and comment on
appropriateness and application of methods used, conduct literature
reviews, and prepare executive summaries of reviews. As required, the
contractor shall provide logistical support (e.g. local arrangements,
registration materials, travel arrangements, etc.) for scientific peer
reviews, workshops, etc. As required, the contractor shall provide
administrative and scientific support for various entities involved in
the coordinated effort. The contractor shall also be responsible for
establishing and maintaining Internet list serves and web sites. The
Government estimates that the project will require approximately .75
professional person years, 2.0 technical and 2.0 administrative on site
person years per contract year. The estimated period of performance is
3 years, plus two (1-year) optional years. The contract will be a
level-of-effort, term form cost reimbursement type contract. Requests
must reference RFP No. NIH-ES-97-30 and must be directed to the office
