Kidder at (760) 577-6453. This is an Indefinite Quantity Firm Fixed
Price Architect-Engineering Contract. The contract covers the
furnishing of design and engineering services for the preparation of
plans, specifications and cost estimates for the purpose of bidding and
construction of various architectural services for administration
buildings, light industrial buildings, warehouses, housing,
BEQ's/BOQ's/MOQ's, MWR facilities and DRMO buildings. The architectural
services may include roofing system, windows, doors, partition walls ~&
non-bearing walls, floor covering, stairs, finishes, and similar
architectural services. Design may have to provide for project
construction in occupied spaces and construction may be done in phases.
Some assigned projects may require the use of consultants in other
disciplines such as structural, fire protection, electrical,
mechanical, and environmental work related to architectural design
services. As part of this contract lead paint and asbestos assessment
may be required to be performed. This contract may include
comprehensive lead pa~int and asbestos surveys to include sampling and
testing, and the preparation of plans and specifications showing the
location of the lead paint and asbestos and specifying the procedures
to be followed during construction. Review of construction contractor
submittals, field investigation during construction and preparation of
as-built drawings may be required. The use of SPECSINTACT system for
editing, processing and production of construction specification
utilizing Naval Facilities Guide Specification will be required. The
use of computer aided design and drafting will be required. The
duration of the contract will be 365 days from the date of initial
contract award or until the contract limit of $98,000.00 is reached. No
single task/delivery order will exceed $50,000.00. The Government has
option to extend the contract for an additional 365 days or until an
additional $98,000.00 is reached. If the Goven~ment exercises the
option to extend the contract, the amount of the contract shall not
exceed $196,000.00. The estimated start date is May 1997. The estimated
contract completion date is May 1998. The minimum design fee contract
amount awarded for the contract period (1 ~year) will be $5,000.00.
Selection will be based on the following criteria which are numbered in
order of importance: Note: The A-E and each key consultant must
demonstrate these qualifications with respect to the following
evaluation factors: (1) Professional qualifications of the firm and
staff proposed for the performance of architectural related design
efforts for renovation/modification of administration buildings, light
industrial buildings, housing, BEQ's/BOQ's/MOQ's, warehouses, MWR
facilities and DRMO buildings and related appurtenances as described
above. Evaluation of the proposed staff (to include consultants) under
this criteria will be assessed based upon the registered architects
and engineers on staff and their years of experience and type/number of
recent (less than three years) similar design efforts. (2) Specialized
experience of the firm in performance of architectural related design
efforts for modification of administration buildings, light industrial
buildings, housing, warehouses, BEQ's/BOQ's/MOQ's, MWR facilities and
DRMO buildings, and related appurtenances as described above.
Evaluation of the qualifications of the firm under this criteria will
be based upon the recent experience (in terms of number and scope of
projects) in similar design efforts by the firm. Specialized experience
of the firm (including consultants) in the performance of
repair/renovation/addition type work as described above for various
types of buildings. Do not list more than a total of 10 projects in
block 8. Relate this experience to the proposed staff for the
performance of this work. (3) Capacity to accomplish the work in the
required time. Indicate the firm's present workload (including proposed
consultants), projected workload for the contract period, availability
of the proposed staff to be used for this contract, and provide staff
size and availability, and projection of future workload of the firm.
(4) Past performance on contracts with government agencies and private
industry in terms of cost control and quality of work. Provide details
of the firm's quality and cost control procedures. Provide list to
include a matrix (breakout) of preliminary owner's budget estimate, A-E
revised preliminary estimate, final A-E estimate, construction award
amount, percentage differential, and total number of design related
change orders after construction award for a minimum of three recent
projects. Evaluation of the firm's past performance under this criteria
will be assessed based upon the firm's quality and cost control track
record, quality, and cost control procedures, Architect-Engineer
Contract Administration Support System (ACASS) performance evaluations,
and any performance evaluations and awards. (5) Location in the general
geographical area of the project and knowledge of the locality of the
project. (6) Demonstrated success in prescribing the use of recovered
materials and achieving waste reduction and energy efficiency in
facility design. (7) List by government agency and fee dollar amount,
the volume of work previously awarded by the Department of Defense
(DOD) to the firm in the last 12 months. This is for the equitable
distribution of contracts among qualified A-E Firms, including
minority-owned firms that have not had prior DOD contracts. Those firms
which meet the requirements described in this announcement and wish to
be considered, must submit an SF 255. In Block 10 of the SF 255,
discuss why the firm is especially qualified based upon synopsized
evaluation factors and provide evidence that your firm is permitted by
law to practice the professions of architecture and engineering (i.e.,
state registration number). Clearly show the office location where work
will be done. Use block 10 of the SF 255 to provide any additional
information desired. One copy of the SF 255 is to be received in this
office no later than 3:30 p.m. Pacific Time, the 30th calendar day
after the date of appearance of this announcement in the Commerce
Business Daily. Should the due date fall on a weekend or holiday, the
SF 255 will be due the first workday thereafter. SF 255's received
after this date and time will not be considered. Submit an SF 255 only
if you have not done so in the past year. SF 255's shall not exceed 30
printed pages (double sided is two pages/organizational charts and
photographs excluded, exception that photographs with text will be
considered as a page). All information must be included on the SF 255
(cover letter, other attachments and pages in excess of the 30 page
limit will not be included in the evaluation process). Additional
information requested of the applying firms: Indicate contract number
in block 2b, DUNS, and TIN Numbers in block 3, telefax number (if any)
in block 3a, prior names your firm has used in the past three years,
including parent company, branch offices, affiliates, associations and
subsidiaries in the appropriate block. Personal interviews may not be
scheduled prior to selection of the most highly qualified firm. Firms
not providing the requested information directed by this synopsis may
be negatively evaluated under selection criteria (4). Firms which
design or prepare documents for a construction contract or procurement
of supplies cannot provide the construction or supplies. This
limitation also applies to subsidiaries and affiliates of the firm. The
proposed contract listed here is unrestricted. This is not a request
for proposal. Telegraphic and facsimile SF 255s will not be accepted.
