Coast Guard is exploring possible replacement solutions for the
Department of Transportation's civilian pay and personnel systems. As
a part of this exploration, the Coast Guard intends to hold an Industry
Symposium on June 3-5, 1997. The symposium will be held from 9:00 AM --
4:00PM, each day in Room 2230 of the Department of Transportation's
Nassif Building, 400 7th Street SW, Washington, D.C. 20590. A brief
description of the project follows: Project Mission: To deliver an
automated personnel, benefits, and payroll system for 15,000 civilian
Department of Transportation (DOT) employees, with reporting
capabilities for an additional 45,000 employees. The solution must
support the following functions: collection of time worked/leave taken
data and labor cost distribution; generation of requests for personnel
actions; generation of training requests; processing of personnel
actions; collecting employee benefit and withholding selections;
calculating employee pay; and providing required interfaces to other
Federal Agencies, such as, payment data to the Department of Treasury
and employment data to the Office of Personnel Management. It would be
beneficial for the solution to also support additional capabilities,
such as, integration into the desktop platform; distributed access to
data for processing and reporting, including the use of the Internet
and Intranet capabilities; compatibility with applications that provide
automated support for other Federal personnel processes, such as,
applicant tracking, generation of vacancy announcements, and merit
selection; and one-time entry of data. Objective of Industry Symposium:
The project is in the process of assessing the various options for
delivering a solution for DOT, through the purchase of a commercial
off-the-shelf package, through the use of a commercial service bureau,
through "cross-servicing" by another Federal agency, or through the
integration of the previous alternatives. The purpose of the Industry
Symposium is for the project team to obtain information from presenters
supporting their approach, i.e., why COTS is superior to
cross-servicing, or vice versa, or why a systems' integrator is vital.
Since the objective of the project team is to evaluate the
alternatives instead of focusing on a particular solution, the
presenters are encouraged to minimize any product or enterprise
specific information during the presentation. All information should be
fully releasable outside of the Government as the attendees will be
both Government and Industry. Presentations will be limited to
forty-five minutes in length with an additional fifteen minute period
for questions and answers. A list of specific topics the Coast Guard
desires to be covered will be provided to presenting organizations in
advance of the symposium. Organizations, both commercial and
Government, desiring to make presentations at the symposium must submit
a written request to present, to the Contracting Officer by May 15,
1997. Organizations desiring to attend, but not to present, must make
written reservations with the Contracting Officer by May 23, 1997.
