F -- ENVIRONMENTAL SERVICES SOL N00-97-14 DUE 052897 POC Point of Contact -- Contact Mr. Edison Leslie, Contracting Officer, (505) 863-8228 The Bureau of Indian Affairs, Navajo Area Office is seeking Request For Proposals for environmental services support to address routine and emergency situations for government owned/operated facilities within the administrative trust reserve of the Navajo Indian Reservation. Services will include, but not be limited to, planning environmental (40CFR), safety (29 CFR) and transportation (49 CFR) operations, as they relate to chronic and acute exposures to hazardous materials; conducting inspections and visits to facilities; conducting hazardous constituent surveys. This acquisition is set aside for certified 51% Indian-owned and controlled firms under the Buy Indian Act. 25 USC 47. This procurement is subject to Section 7(b) of P.L. 93-638 (25 U.S.C. 450e) and 41 CFR 14-1.354, which requires that perference opportunities in employment and training to be given to Indian/ Alaska Individuals and that preference in the award of subcontracts be given to Indian/Alaska Native Economic Enterprises. Failure by the Contractor to submit a plan for doing so prior to award and implement the same after award shall be sufficient reason for non- award or termination of the contract for default.
