THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR OVERHAUL OF COMPONENTS ON THE MD-500 SERIES AIRCRAFT. This combined synopsis/solicitation is prepared IAW the format at FAR subpart 12.6, no other documentation is available. The incorporated clauses and provisions are those in effect through Federal Acquisition Circular 90-46. Offers must include a completed copy of the provision at FAR 52.212-3, offeror certifications and repres entations and DFARS 252.212-7001, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS APPLICABLE TO DEFENSE ACQUISITIONS OF COMMERCIAL ITEMS (FEB1997). Solicitation: USZA95-97-R-0017 CLOSES 04/29/97. Overhaul of components for McDonnell Douglas Helicopter Systems (MDHS) MD-500 series helicopters. This procurement is a 100% Small Business Set-Aside. STATEMENT OF WORK: REQUIREMENTS OVERVIEW -- All components identified in the schedule are used on MDHS MD-500 series aircraft. The Government intends to award a contract which requires that the successful offeror repair these components in accordance with commercially recognized/FAA and MDHS authorized procedures. DEFINITION OF OVERHAUL -- For purposes of this contract, overhaul is defined to include all actions necessary to return a component to a complete serviceable condition as prescribed by the Original Equipment Manufacturer s (OEM) specifications for installation and use on an U.S. Certificated MDHS MD-500 series aircraft. 1) All replacement parts used in the overhaul of components not listed in MDHS s Component Overhaul Manual CSP-COM-5 must be new Original Equipment Manufacturer (OEM) parts. All replacement parts used in the overhaul of the components listed in MDHS s Component Overhaul Manual CSP-COM-5 must be new MDHS parts. All work on components not listed in the MDHS Component Overhaul Manual must be conducted in accordance with that particular component s OEM service manual in effect at the time of overhaul, M DHS items shall be overhauled IAW the MDHS Component Overhaul Manual, CSP-COM-5 Revision in effect at time component is overhauled. 2) The Scrap CLINs are for an inspection fee should an item be determined to be not repairable during the inspection phase of the overhaul. Should an item be found to be damaged beyond repair the successful contractor will immediately stop work and notify the contracting officer for further instruction. 3) All overhauls are to be conducted IAW procedures for cargo hook operators. 4) The work must be performed in accordance with all Federal Aviation Administration (FAA) Regulations by an FAA approved repair station. Terms and conditions: This procurement will be evaluated for multiple awards, one award for each contract line item number (CLIN), IAW FAR 52.212-2..; The quantity will be identified on each delivery order, however the Best Estimated Quantity per year is 20 ea. for each Item, the minimum order quantity is 1 (one) ea., There is no guaranteed minimum order quantity. This is a firsttime effort and no historical data exists. Inspection and Acceptance will be Origin, the contractors facility. F.O.B. will be Destination, the contractor will include the shipping costs in their proposed unit price. The destination will be identified on each delivery order, the normal delivery will be to: MSSA/CRP HHC 160th SOAR (ABN), Attn.: Property Book Officer, Bldg. 7262, Hangar 15, Ft. Campbell, KY 42223-5000. The turn around time for the items is 30 days after receipt of the item by the contractor. Packing and Packaging will be best commercial practice. The firm fixed price overhaul and the over and above work, if requi red, shall not exceed 50% of the governments procurement cost for the item, this is the Maintenance Expenditure Limit (MEL). The MEL shall be calculated as follows: 50% of the MDHS current catalog price.. When multiple vendors manufacture an item under the same MDHS part number offerors shall submit 1 offer for each MDHS vendor part.
