Schick, Contracting Officer, (205) 955-1187 The objectives of this effort are to advance the concepts and to develop, enhance, and optimize the architecture and components for compact signal processing electronics for imaging sensors, leading to an improvement in size, weight, and power by at least an order of magnitude compared to current signal processing practice. Signal processing functions will perform and/or support such necessary sensor applications discrimination, designation, and trajectory prediction of threat objects. As a minimum, the contractor shall develop and demonstrate the electronics for intelligent processing (e.g., neural nets, fuzzy logic, evolutionary computing, and adaptive processing), color coincidence, and relegation of closely spaced objects, plus other functions mutually agreed upon by the government and the contractor. Bases of consideration for approval of additional functions will incude potential for improved performance, cost reduction, and miniaturization. The contractor shall develop and demonstrate the technology and techniques required for (1) the assembly of large numbers of multielement, IC (Integrated Circuit) chips-along with their associated signal processing electronics-into large mosaic packages and (2) the provision of necessary thermal, mechanical, and electrical interfaces between the chips and the sensor. The contractor shall test and characterize three or more modules independently, demonstrating agreed upon signal processing capabilities, and size, weight, and volume efficiencies. Affordability, produceability, and nuclear hardening must be considered. The planned period of performance is for a base effort of 60 months, with limited production task assignment options which can be exercised at any point in the contract life, and can extend for 12 months past the period of performance of the basic contract. The RFP is expected to issued by 19 June 1997. This date is for planning purposes only and is subject to change. Proposals for this action will be solicited using full and open competition. The government contemplates award of a cost-plus-award-fee level of effort type contract.
