A defensible allocation of administrative expenses is required by the Federal Credit Reform Act of 1990 as well as the Office of Management and Budget Circulars A-11 and A-34. The procurement will be a sole source award, using the simplified acquisition procedures. The Government reserves the right not to open this requirement to competition based upon the responses to this notice.
