Oregon. This solicitation consists of flood damage repair at 2
intermittent sites with grading, drainage, paving, & mechanically
stabilized walls. Project includes: construction survey & staking;
construction scheduling; 75 ton minor asphalt concrete; 0.5 acre
clearing & grubbing; 500 ton untreated aggregate course; 150 ft
underdrain; 450 lnft silt fence; 2,000 cuyd excavation & embankment; 80
lnft guardrail; 120 hrs flagger; 425 lnft pavement markings; 2 slry
units seeding/mulching; and other smaller items of work. Project is
located approximately 5 miles northeast of Sandy, Oregon. Estimated
price range is between $100,000 and $250,000. Presolicitation Notices

The Department of Transportation (DOT), Office of Small and
Disadvantaged Business Utilization (OSDBU), has programs to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
