PRE-SOLICITATION Notice. This notice is to generate interest. A formal
solicitation notice will be published at a later date. The New Jerse
y Air National Guard proposes to award a contract for the construction
of a Con solidated Aircraft Parking Apron, Squadron Operations
Facility, and Fuel Cell & Corrosion Control Dock located at the 108th
ARW, New Jersey Air National Guard, McGuire AFB, New Jersey. This
solicitation will be referred to as the CASH. The apron shall consist
of 75,000 square yards of reinforced concrete to inclu de tiedowns,
pavement painting, apron lighting, hydrant refueling pits, and an
asphalt edge around the apron. This project also includes the
Alteration of 22,300 square feet of space for Op erations and Training
which requires the contractor to relocate walls and demol ish six (6)
buildings (approximately 23,500 SF). The Squadron Operations Facil ity
consists of 62,100 square feet of area. This facility shall include
concre te floor and foundation, multiple storystructural steel framing,
masonry and i nsulated panel walls, steel standing seam roof,
mechanical ventilation, office area construction, small kitchen area
installations, fire suppression, interior vehicle parking, and all
utilities and support. The Fuel Cell & Corrosion Con trol Dock consists
of 29,400 square feet of area. This facility shall include reinforced
concrete foundation and floor slab, structural steel and masonry wit h
insulated panel walls and roof structure, all utilities, access
pavements, fi re suppression, and support. These facilities shall be
environmentally safe. This solicitation provides for multiple line
items and additive bids, all of which must be addressed in order to be
considered for this solicitation. The contractor shall provide all
labo r, equipment, and materials required to perform the work in strict
accordance w ith the plans and specifications. The estimated range of
construction is above $10,000,000. This solicitation is unrestricted
and subject to evaluation crit eria contained in DFAR 252.219-7003,
Notice of Evaluation Preferences for Small Disadvantaged Business
Concerns Construction Program (April 1996). Women-owne d, small and
small disadvantaged businesses are encouraged to compete. All res
ponsible sources may submit a bid which shall be considered by this
agency. A subcontracting plan will be required if the successful bidder
is a large busine ss concern. Solicitation packages will be issued on
or about 6 June 1997. A Bid Opening Da te is anticipated on or about 17
July 1997. All interested parties must respon d to this notice in
writing. Letters of interest ONLY may be faxed to (609)530 -- -6715.
Requests for bid documents must be in writing and accompanied by a chec
k or money order made payable to the US Treasury. Facsimile and
telephone requ ests for bid documents will not be accepted. Cost per
set of Bid Documents is unavailable at this time and will be included
in the formal Solicitation Notice . Bidders shall identify their status
as large business, small business, small disadvantaged business (SDB),
emerging small business (ESB), women-owned or sm all business
administration 8(a) contractor. The standard industrial code is 1542.
The bid number and solicitation title (C ASH) should be included in all
correspondence. Requests should be submitted to the USPFO for New
Jersey, Attention: Contracting Office, 131 Eggert Crossing Road,
Lawrenceville, New Jersey 08648-2898. The Government would like to use
t he "Partnering" concept between the parties for this project. This
partnership will be bilateral and totally voluntary by all
