MODERNIZATION & RENOVATION OF THE MAJOR GENERAL EMMETT J. BEAN CENTER,

Manager As Constructor (CMc) Services Contract for the proposed
modernization and renovation of the Major General Emmett J. Bean Center
in Indianapolis, Indiana. The CMc for this contract will be
competitively chosen using Source Selection procedures. Project
Summary. The proposed modernization and renovation will be of 1.6
million gross square feet of predominantly office space. The building
is sited on approximately 73 acres in what was formerly known as Fort
Benjamin Harrison. The project will include exterior, interior, and
site improvements. Exterior and site improvements include replacement
of the building facade, additional parking areas, landscaping,
perimeter security upgrades, roof repair/replacement, and replacement
of existing skylights. Interior improvements include upgrading the
mechanical (including a new steam/chilled water plant), electrical, and
life safety systems. All accessible entries, rest rooms, and public
areas shall be ADA compliant. Office space modernization mayinclude new
finishes such as suspended ceiling system, carpet, vinyl or ceramic
tile, upgraded lighting fixtures, vinyl wall covering and paint.
Environmental issues associated with the building include lead paint
and asbestos. The building will be occupied throughout construction.
The entire project to include options is expected to be complete by
second quarter FY 2001. The maximum ECC (Estimated Construction Cost)
is $103,000,000. This amount does not include preconstruction services
(the base contract) but does include project contingency and other
project costs which will be the responsibility of the CMc to monitor.
The base contract for Preconstruction Phase Services shall include, but
not be limited to, preliminary evaluation of design development
documents, consultation during construction document production,
preliminary project schedule development, recommendations on phased
construction, cost estimates, development of subcontractor and supplier
interest, establishment of a negotiated Guaranteed Maximum Price (GMP)
and identification of long-lead items. The construction is split into
four phases each of which are options to the base contract. Each phase
includes construction management and construction services. Phase I
will include minor exterior renovations. Phase II through IV are
anticipated to have a 1.5 year duration each. Construction is
anticipated to begin with Phase I in September 1997. Phasing will be
based on the availability of funding and the amount appropriated.
Funding is currently not available for this project. The CMc's GMP will
equal the sum of work of all four options. Definition of Construction
Manager as Constructor. A Construction Manager as Constructor, or CMc,
is defined as a firm engaged under direct contract to a building
owner, in this case the General Services Administration (GSA), to
provide design review, cost estimating, scheduling and general
construction services. The CMc shall be a member of the project
development team during the planning, design and construction phases,
along with GSA as owner/developer and the A/E firm for the project. At
the time of contract award, projected to coincide with the start of
the concept development stage (5% complete) the CMc's firm price for
pre-construction and construction phase services will form the basis of
the contract. Upon completion of the 65% complete construction
documents, the CMc shall guarantee a maximum project price based on the
facility described in the Government's construction documents and
Request For Proposal (RFP) package. The contract will be modified to
reflect the agreed upon GMP. The services requested of the CMc shall
cover a wide range of design and construction activities, which are
often performed by both Construction Managers (CMs) and General
Contractors (GCs). In contrast to a CM that is not also a constructor,
the CMc is responsible, through design review, involvement in the
project development and administration of the construction for
constructing the facility described by the Government at or below the
defined budget. Summary of Responsibilities. The CMc shall review all
construction document submissions for constructibility and compliance
with the project budget. The CMc shall provide independent cost
estimates and recommend adjustments to the design or to the estimates
prepared by the A-E to assure that the project stays within budget. The
CMc shall provide GSA with sound management advice regarding the
approach to the project, how to achieve the best value in the work
being accomplished, necessary actions, schedule control, alternative
ideas, problem/claim prevention, and budgeting. The CMc shall have a
full understanding of the project, its contract documents, and the
principles of Federal construction contracting and contract
administration. Most importantly, the CMc shall have complete
responsibility for construction of the facility. Project Services. As
part of the construction contract, the CMc shall provide a wide range
of management, professional, and construction services. Services under
this contract shall consist of Construction Document Phase Services,
Procurement Phase Services, and Construction Phase Services. The CMc
must maintain a team with the expertise and capability to manage and
coordinate the timely and orderly development and construction of the
proposed project. The contractual requirements of the project include,
but are not limited to providing those management, administrative,
professional, and procurement services to deliver: CPM Scheduling;
participation in all construction document production phase team
meetings; review of all A-E construction document submittals; review of
all A-E cost estimates; independent pricing of all A-E construction
document submittals; project scope management; competitive selection
and procurement of all necessary sub-contractors; provision of general
project construction for the entire facility; "commissioning" and
turnover to designated facility management staff; participation in
acquisition of Alternative Dispute Resolution/partnering consultant;
maintenance of construction records; and
commissioning/inspection/close-out services. Project Staffing: The CMc
shall be required to assign, as needed, a team consisting of
architectural, civil, structural, mechanical and electrical reviewers;
cost estimators; CPM analysts; field engineers; field support staff;
construction supervisors; construction superintendents; testing
engineers/technicians; and other disciplines. Source Selection
Evaluation Criteria: The Source Selection Process will consist of two
stages. The following criteria represents the factors which will be
used in Stage I by GSA's Source Selection Evaluation Board in selecting
a competitive range of firms: 1) Qualifications and Experience of Key
Personnel 2) Experience and Past Performance in Providing
Preconstruction Services on Similar Projects 3) Experience and
Performance in Providing General Construction Services on Similar
Projects and 4) CMc's Resources, Facilities and Technology. Stage I
requirements will also include certification as to the offeror's
ability to construct the desired facility at or below the $103,000,000
ECC and a notarized statement from a surety company stating their
firm's capability of meeting the $75,000,000 bonding capability. A
competitive range of the most highly qualified firms will then be
selected and invited to submit proposals for Stage II. The following
factor will be used, in addition to the factors stated above, by GSA's
Source Selection Evaluation Board in evaluating Stage II proposals:
Management Plan. Submission for Stage II will also include a
subcontracting plan (if offeror is a large business), a bid bond in the
amount of $3,000,000, verification that the offeror is registered as
either a Construction Manager or a General Construction contractor in
the State of Indiana, and a cost proposal. Firms that are determined to
be in the competitive range will be interviewed at the General Services
Administration Offices in Chicago, Illinois, and final selection will
be made based on Source Selection procedureswith the collective
technical factors listed above considered substantially greater weight
than price. Contract Award: The base contract will be awarded to the
selected firm to provide Preconstruction Phase services and
Construction Phase services based initially on the cost of the
Preconstruction Phase services. At the 65% construction document
submittal in the Preconstruction Services phase, at the option of the
Government, the contract may be modified to reflect a negotiated
mutually agreed upon GMP. Should the offered GMP exceed the ECC the
Government may proceed in a traditional design-bid-build process with
the CMc excluded from participation. The cost savings, if any, between
the negotiated GMP and the final construction cost shall be split
between the CMc and the Government at the conclusion of the project as
described in the RFP. SB -- SDB Participation: Although this
procurement is open to large business, small and minority-owned firms
are strongly encouraged to participate. The Government recognizes the
talent existing in smaller firms and encourages their participation in
the construction of Federal facilities. The firms in the competitive
range shall provide a brief written narrative of their outreach efforts
to utilize small disadvantaged and small women-owned businesses on this
project. An acceptable Subcontracting Plan shall be agreed upon prior
to contract award to any large business. Large businesses shall be
required to demonstrate a proactive effort to have participation from
Small Businesses, Small Disadvantaged Businesses, and Small Women-Owned
Businesses. Joint Ventures: Joint venture or firm/consultant
arrangements will be considered and evaluated in a demonstrated
interdependency of the members to provide a quality CMc team effort.

below. Stage I submittals are to be received no later than 4:00 PM
(Chicago local time) on June 19, 1997. A pre-submission conference will
be held on May 15, 1997 at 9:00 AM in the Major General Emmett J. Bean
Center at 8899 East 56th Street, Room 321D, Indianapolis, Indiana. The
pre-submission conference will include an outreach session to address
small, small disadvantaged and small women-owned business participation
