is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. Solicitation Number
N00421-97-R-1167 is issued as a Request for Proposal (RFP). The
incorporated document, provisions, and clauses are those in effect
through Federal Acquisition Circular 90-42 and Defense Acquisition
Circular 91-11. The applicable SIC Code for this action is 3829. The
contract line item numbers and items are: CLIN 0001 -Source Tower,
Quantity (2) each: overall height minimum 42 ft./maximum 50 ft.,
carriage travel from base of tower to a minimum 40 ft./maximum 50 ft.,
carriage lifting capacity minimum 800 lb./maximum 1,000 lb., carriage
twisting moment maximum 800 (ft-lb.), DC drive winch capable of
lifting a minimum 800 lb. CLIN 0002 -- Mounting Fixture, Quantity (2)
each: remote control unit to allow positioner alignment in azimuth
minimum range +/- 15 degrees and elevation minimum range +/- 15
degrees, manual adjustment to allow positioner alignment in azimuth
minimum range +/- 15 degrees and elevation minimum range of +/- 15
degrees, weight not to exceed the load capacity of the carriage. CLIN
0003 -- Polarization Positioner, Quantity (2) each: load capacity
minimum 800 lb./maximum 1,500 lb., maximum bending moment about
mounting flange 1,000 (ft-lb.), inertia polar (slug-ft2) minimum
0.2/maximum 0.7, turntable diameter minimum 8 in./maximum 14 in.,
through-center hole diameter minimum 3.7 in./maximum 5.0 in., DC drive
motor, provide tachometer, turntable operating speed providing
continuous speed adjustments with a range minimum 0/maximum 60 rpm,
delivered torque (ft-lb.) minimum 5/maximum 30, withstand torque
(ft-lb.) minimum 150/maximum 200, position readout accuracy +/- 0.5
degrees, total drive gear backlash +/- 0.5 degrees. CLIN 0004 --
Positioner Controller, Quantity (2) each: minimum (4) selectable axes,
must be functional with Windows NT software. CLIN 0005 -- Hand Held
Control Unit, Quantity (2) each: allow disable control, low and high
speed enable, axis select, and speed control of Positioner, control
cable minimum 15 ft./maximum 25 feet. CLIN 0006 -- Mobile Cart,
Quantity (2) each: all-terrain pneumatic wheels, steerable front axle,
tow bar, overall dimension must allow mobility of Source Tower in
upright position, manually operated adjustable leveling screw jacks
positioned on each of the (4) corners. CLIN 0007 -- Outdoor Enclosure
for Electronic Equipment, Quantity (2) each: form, fit, and function
with the Positioner Controller, enclosure must be able to withstand
outdoor environment. CLIN 0008 -- Heating/Cooling System for Outdoor
Enclosure, Quantity (2) each: 115 VACm 60 Hertz, 1 Phase, maximum
operating current 15 Amp, 6000 BTU/HR cooling, 1700 BTU/HR heating,
operating range of 0-125 degrees Fahrenheit, rain hood fitting the
Outdoor Electronic Enclosure, corrosion protection on heating/cooling
system. The Contractor shall deliver CLINs 0001 through 0008 within 120
days after contract award to: Receiving Officer, Supply Department,
Bldg. 665, Naval Air Station, 47179 Vaughn Road, Patuxent River, MD
20670-1614, Attn: Paul Fritz, Bldg. 2187, Code 4.5.5.5. Inspection and
acceptance shall be made at destination. The items shall be delivered
to NAWCAD Patuxent River, MD and the Contractor shall be required to
perform on-site assembly of the items and on-site operational checks in
the presence of a Government representative prior to final acceptance.
The items shall be fully operational within five (5) working days
after delivery. The deliverables shall include all standard commercial
support documentation and manuals for all components. FAR 52.212-1
Instructions to Offerors -- Commercial Items (OCT 1995) is incorporated
by reference and applies to this acquisition. The provision at 52.212-2
Evaluation -- Commercial Items (OCT 1995) does not apply to this
acquisition. An award shall be made to that responsible offeror
submitting a technically acceptable proposal and offering the lowest
evaluated price. Price shall be the deciding factor among the
technically acceptable proposals. To be technically acceptable, the
offeror's technical proposal must be evaluated as technically
acceptable for the requirement listed above. Technical acceptability
will be determined solely on the content and merit of the information
submitted in response to this provision. Therefore, it is incumbent on
the offeror to provide sufficient technical literature, documentation
etc. in order for the Government to make an adequate technical
assessment of the proposal. The price proposal shall be evaluated on
the overall lowest price to the Government. A written notice of award
or acceptance of an offer, mailed or otherwise furnished to the
successful offeror within the time for acceptance specified in the
offer, shall result in a binding contract without further action by
either part. Before the offer's specified expiration time, the
Government may accept an offer (or part of an offer), whether or not
there are negotiations after its receipt, unless a written notice of
withdrawal is received before award. Each offeror shall include a
completed copy of the provision at FAR 52.203-8, Requirement for
Certificate of Procurement Integrity (SEPT 1995), FAR 52.212-3, Offeror
Representations and Certifications -- Commercial (OCT 1995) with its
proposal. FAR 52.212-4 Contract Terms and Conditions -- Commercial
Items (OCT 1995) is incorporated by reference and applies to this
acquisition. The clause at 52.212-5 Contract Terms and Conditions
Required to Implement Executive Orders -- Commercial Items (JAN 1996)
is incorporated by reference, however, for paragraph (b) only the

at a minimum, a one (1) year warranty. Any repairs, service or shipment
of the system, in whole or in part during the first year due to a
warranty related problem will be at the Contractor's expense. The
warranty will not begin until after final acceptance of the equipment.
The Contractor must respond to warranty related issues within five (5)
calendar days of notification. This is a DO Rated order. Offers are due
