U.S. Army Space and Strategic Defense Command (USASSDC) Sensors
Directorate requirement entitled "Data Base Planning, Collection, and
Interpretation" provides shipboard technical expertise on the data
collection capabilities and data outputs from the complex S-band phased
array and the X-band wide bandwidth high resolution radars installed on
the USNS Observation Island (OBIS), also designated COBRA JUDY.
Pursuant to FAR 6.302-1 (A)(2)(iii), it is planned to conduct
negotiations on a sole source basis with Nichols Research Corporation
(NRC), Huntsville, AL., for forty (40) months. NRC has provided this
support for thirteen years under current contract DASG60-90-C-0019 and
previous contracts. Under current budget plans, this support will be
required only through the fourth quarter of FY 2000. Under these
circumstances, it is the government's opinion that the duplication of
time and cost of phasing in a new contractor cannot be recovered
through competition because of the limited period of performance. In
addition, NRC possesses critical expertise important for continuity of
effort. The objective of the COBRA JUDY sensor platform is collection
of high quality signature and metric data on a variety of missile
system tests for application to missile defense concepts and system
development. This effort provides contractor support based on extensive
knowledge of USASSDC missile defense data base deficiencies and
collection priorities, Rest-of World (ROW) missile systems reentry
complexes, and data collection planning for domestic missile tests and
experiments. On board the ship, the contractor will provide technical
inputs to the Mission Director based on interpretation of real time
radar displays to ensure designation/data collection on priority
targets with a given complex. The contractor will provide input to
other government agencies and contractors performing mission planning,
data reduction, and analysis. The contractor will perform post mission
quicklook data analysis, issue quicklook mission reports,and provide
USASSDC independent performance reports as needed. Performance requires
continuous shipboard duty for periods of sixty to ninety days. Access
to Restricted Data/Critical Nuclear Weapon Design Information (CNWDI),
and Sensitive Compartmented Information (SCI) is required. A TOP
SECRET facility clearance is required. There is no foreign
participation expected on this acquisition. SIC Code 8731 is
