Contract Specialist JENNIFER KO (808) 438-8580 (Site Code XXCA83), U.S.
Army Engineer District, Honolulu. This requirement is pursuant to 10
U.S.C. Section 2304(c)(1), "Only One Responsible Source and No Other
Supplies or Services Will Satisfy Agency Requirements". The period of
performance will be for a base period of two years with three one year
pre-priced option periods. The Palila bird recovery includes
developing management techniques, utilizing translocation, breeding
enhancement and husbandry and habitat management to facilitate the
recovery of the Palila (Loxioides Bailleleue) on the Islands of Oahu
and Hawaii. Personnel must be experienced in all established protocols,
and as researchers, licensed bird breeders, have Endangered Species Act
permits from U.S. Fish and Wildlife Service (USFWS) and the State of
Hawaii and meet all requirements for working with endangered species
and be in compliancewith the Animal Welfare Act. All breeding
activities shall be accomplished at the Keauhou Bird Conservation
Center, operated by the Peregrine Fund. The Cooperative National Parks
Resources Studies Unit (CPSU Hawaii) of the University of Hawaii is
the only known source who has the ability to perform the required
services. This facility is not available for the use of any private
contractor, unless such contractor is in direct partnership with the
Peregrine Fund and the USFWS and the State of Hawaii Division of
Forestry and Wildlife (DOFAW). Currently, there are no direct partners
who are authorized use of the facility except CPSU Hawaii. Major work
tasks include: the preparation and coordination of the work plan for
the accomplishment recovery objectives of the project; prepare and
submit quarterly progress reports; perform background research/field
familiarization with the core breeding areas and possible translocation
sites on Mauna Kea and Pohakuloa Training Area; determination of which
is the best translocation site, and the development of procedures for
translocation of wild juvenile palila, monitoring of translocation,
monitoring of translocated captive-reared and control birds, and
evaluating the survival, dispersal and behavior of translocated
captive-reared and control birds; develop breeding and husbandry
enhancement methods; habitat management including evaluation of habitat
for near-term and long-term translocation potential and controlling
predators in the area where palila are translocated. Contractor shall
perform the following actions/to expand inventory and enhance
management of natural and cultural resources on Army lands in Hawaii on
the Islands of Oahu and Hawaii through: a) Rare threatened and
endangered plant monitoring and protection; b) Invertebrate inventory,
monitoring and protection; c) Vertebrate inventory, monitoring and
protection; d) Weed monitoring, mapping and protection; e) Ungulate
census, monitoring and control; f) Cultural resources inventory and
management; g) Establish stream monitoring plots. The approximate issue
date of the solicitation is 2 May 97. Solicitation documents will be
available at a cost of $10.00. This charge is non-refundable. Make

the solicitation number, description, date and number of solicitation
documents requested and must be accompanied by check or money order

MAIL CASH) will be accepted and must be handcarried to Building 200,
