CONTRACT INFORMATION: Potential sources from among firms in the Small
Business Administration's (SBA) Section 8(a) program are being sought
by the Omaha District for planning services. The potential contract
would be awarded for a base period and may include two additional
option periods. The contract amount would not exceed $1,000,000 in any
period. The base period and option periods would not exceed one year
each, but option periods may be exercised when the contract amount for
the current period has been reached. Task Orders would be issued as
needed during the contract period. The amount of the Task Orders would
not exceed the contract amount in any period. The Section 8(a) firm
must be able to demonstrate the qualifications, technical and
management experience and capacity to perform at least 51% of the work
and that they are currently enrolled in the Section 8(a) program in
SIC Codes 8711 or 8712. Types of services anticipated will include
concept design, site investigations, surveying, preliminary
assessments, studies and reports. PROJECT INFORMATION: Resultant orders
will include data collection and analysis to assist the Omaha District
in preparing various studies and reports. Work may consist of
engineering design studies, flood damage studies, flood control
alternative studies, and include environmental and socioeconomic impact
analyses, fish and wildlife mitigation requirements, social and
economic projections, and recreation and natural resources master plans
in support of the above studies. Work may also consist of design
memoranda, engineering feasibility reports, environmental statements
and assessments, reconnaissance reports and cultural resource reports.
SELECTION CRITERIA: Criteria for determining if Section 8(a) sources
are available (to include qualifications and capabilities) in order of
importance, are: (a) Recent specialized experience and technical
competence of the firm (including consultants) in: (1) Providing the
designs, reports, studies, assessments and analyses listed in Project
Information. (2) Management of projects of similar size and scope by
the prime as evidenced by the firms example projects and as described
in the firms Management Plan. (3) Effective coordination and management
of the project team, including consultants as described in the firms
Management Plan. (4) Producing quality products as evidenced by the
firm's quality control procedures as described in the firms Management
Plan. (b) Professional qualifications and specialized experience in
providing services similar to those listed above of the proposed team
members (including consultants) in the following disciplines: civil,
structural, environmental, geotechnical, hydraulic, hydrologic,
agricultural and cost engineering; architect; landscape architect;
surveyor; community planner; water resources planner; recreation
planner; geologist; biologist; ecologist; soil scientist; agronomist;
archaeologist; environmental scientist; Geographic Information Systems
(GIS) specialist; geographer; economist; sociologist; computer
scientist; architectural historian; cultural resources specialist; real
estate estimator; real estate specialist; computer aided drafting and
design (CADD) technician and technical report writer. (c) Capacity to
accomplish the work in the required time, including the ability to
complete more than one task order at a time. (d) Past performance on
previous contracts with respect to cost control, quality of work, and
compliance with performance schedules. (e) Location in the general
geographic area of the Omaha District. (f) Volume of DOD contract
awards in the last 12 months with the object of effecting an equitable
distribution of DOD A-E contracts among qualified A-E firms. SUBMITTAL
REQUIREMENTS: Solicitation packages are not provided for A-E
selections. This is not a request for proposal. Firms desiring
consideration must submit two copies of a combined SF 255 and separate
SFs 254 for prime and each consultant. To be considered, submittals
must be addressed as follows: U.S. Army Corps of Engineers, Omaha
District, CEMRO-EX-DB, ATTN: Hubert J. Carter, Jr., 215 N. 17th Street,
Omaha, NE 68102-4978. Submittals must be received no later than 4:00 PM
local time on May 8, 1997. In block 10 of the SF 255, provide the
following: (a) A letter from the SBA confirming the Section 8(a) firm's
present status in the 8(a) program. (b) Management Plan. The plan
should be brief and include the following: (1) An explanation of the
firm's management approach. (2) Management of sub-consultants,
including a description of each sub-consultants responsibility and the
estimated percentage of the work that each sub-consultant would
perform under the potential contract. Description must demonstrate the
Section 8(a) firm's ability to manage a project of this size and scope
and accomplish 51% of the technical work required. (3) Specific quality
control procedures used. (3) An organizational chart showing the
inter-relationship of the Section 8(a) firm and sub-consultants. In
block 3 of SF 255 provide the submitting firm's number (six or seven
digits) assigned by the North Pacific Division, U.S. Army Corps of
Engineers, for the Architect-Engineer Contract Administration Support
System (ACASS) and the firm number for any consultants in block 6 of
the SF 255. If unknown, so state. To receive information to obtain an
