COMMERCE BUSINESS DAILY ISSUE OF APRIL 23,1997 PSA#1830SPACE BASED INFRARED SYSTEMS LOW SEGMENT CALL FOR INDUSTRY COMMENTS
Space Based Infrared Systems (SBIRS) Program Office, Advanced Programs
Division, is seeking potential SBIR Low system primes and principal
sub-contractors. Potential system primes and principal sub-contractors
will be solicited to provide inputs on the SBIRS acquisition strategy
and System of Systems acquisition documents. This synopsis is for
information and planning purposes only and does not constitute a
solicitation, nor is it to be construed as a commitment by the
Government. The Government will not pay for any effort expended in
responding to this notice. A draft Request for Proposal (RFP) for SBIR
Low Pre-EMD/ EMD is intended to be released in 2QFY98. To help meet
this schedule and ensure full and open competition during Pre-EMD/ EMD,
the SBIRS Program Office is soliciting inputs from potential SBIR Low
system primes and principal sub-contractors on the SBIRS acquisition
strategy and System of Systems acquisition documents. Contractors
interested in providing feedback on these documents must submit a
statement of capabilities demonstrating their ability to manage and
execute a potential SBIR Low design and production contract as either
the system prime or principal sub-contractor (at least 30% of total
contract effort as measured in contract dollars). Statements should not
exceed thirty (30) pages. Statements are due 16 May 97. Failure to
respond to this announcement does not exclude any interested parties
from participating in the SBIR Low Stakeholders Forum, revision of the
SBIR Low Pre-EMD Draft RFP or bidding for the SBIR Low Pre-EMD
contract. The Government will notify contractors who submit a statement
of capabilities of their status as an established potential system
prime or principal sub-contractor. Contractors identified as potential
system primes or principal sub-contractors will be notified of
document availability by the government. Comments on documents will be
accepted up to three weeks after the documents become available
through the SBIR Low Technical Document library. Announcementson
document availability and the document review schedule will be posted
in the SBIRS Program Office web site
(http://www.laafb.af.mil/SMC/MT/Sbirs.htm). All written responses shall
be submitted via to SMC/MTKA, 185 Discoverer Blvd, Suite 2512, Los
Angeles AFB, El Segundo, CA 90245-4695, "Attn Linda S. Barnard,
Contracting Officer". For Federal Express please specify Suite 1390
instead of 2512. Hard copies of SBIRS program requirements documents
are located in the SBIRS Program Office document library. Visits to
this library will be by request only and will be restricted to three
visitors per firm per visit due to space limitations. A catalogue of
library documents is accessible through the SBIRS Program Office web
site. Unclassified and non-proprietary documents will also be available
through the web site. CD ROMS of classified documents may be requested

technologies will be required for this effort, we expect that foreign
contractors will be authorized only for non-restricted portions of the
