COMMERCE BUSINESS DAILY ISSUE OF APRIL 23,1997 PSA#1830ENERGY SAVINGS PERFORMANCE CONTRACT (ESPC) FOR YOKOSUKA, JAPAN The U.
S. Navy is anticipating entering into an agreement with private
industry for up to 25 years to obtain energy conservation measures in
Yokosuka, Japan under an Energy Savings Performance Contract (ESPC).
Only those firms on the 1997 Department of Defense (DoD) or Department
of Energy (DOE) qualified list of Energy Service Companies (ESCO) are
eligible to receive award of an ESPC for a DOD activity. Firms must be
licensed by the Government of Japan, or must otherwise Joint
Venture/partner with a firm licensed to conduct business in the Country
of Japan. It is anticipated that the synopsis for this procurement will
