American Embassy Dakar, Senegal requires the operation and management of guard services at the American Embassy to prevent unauthorized access, protect life, maintain order, deter criminal attacks against employees, their dependents and property, prevent terrorist attacks against all US assests, and prevent damage to US Government property. Anticipated period of performance is one base year, beginning October 31, 1997, with four one-year options to renew. Local law requires that guard service companies be Senegalize owned. All responsible firms may submit a proposal which shall be considered. Requests for the solicitation must be made in writing, telephone requests will not be accepted. The intention is to make this solicitation available on the internet immediately upon issuance at http://www.statebuy.Inter.net/home.htm, and on the Department's electronic bulletin board (703-875-4945). If you require a paper copy of the solicitation it will be mailed from the Embassy via international mail only. Due to budget limitations express mail will NOT be used. The Government intends to issue solicitation amendments and questions and answers ONLY via the Internet and electronic bulletin board. The current requirement is for approximately 440,000 hours of guard service annually. See Numbered Note 26. (0108)
